Job Overview
The Senior Advisor, Indigenous Community Relations & Partnership Engagement (Senior Advisor) is responsible for coordinating and leading various program and policy development projects associated with the implementation of the Indigenous engagement requirements and agreements framework described in the Emergency and Disaster Management Act (the Act). Projects include supporting implementation of the consultation and cooperation requirements in emergency management in alignment with provincial policy and guidance. The Senior Advisor acts as a liaison and support for EMCR regional and headquarters staff. The Senior Advisor also works in collaboration with EMCR regional, headquarters, and program staff to support implementation, operationalize, and monitor provincial responsibilities associated with the Indigenous engagement requirements.

Qualifications:
Education and Experience Requirements

  • Valid FULL BC driver’s license (minimum class 5), or an equivalent class driver's license from another province or jurisdiction.  Please note that this will be verified at the end of the competition. 
    • * Learners “L” and Novice “N” license does not meet the job requirement; AND
  • Bachelor’s degree in Indigenous/First Nations studies, social sciences, education, law, economics, business administration, public administration, public policy, emergency management or a related field AND two (2) years of related experience* OR;
  • Diploma in Indigenous/First Nations studies, social science, education law, economics, business administration, public administration, public policy, emergency management or related field AND four (4) years’ of related experience* OR; 
  • Secondary school (high school) diploma or graduation certificate AND six (6) years of related experience OR; 
  • An equivalent combination of education and experience may be considered.

*Related experience must include all the following:

  • Experience working with First Nations communities and/or organizations
  • Experience developing and maintaining relationships with senior level officials/professionals and a wide range of partners including First Nations communities
  • Experience preparing concise senior-level briefings, submission documents, background material, reports and correspondence on a variety of issues
  • Experience preparing project proposals and plans

Preference may be given to applicants with any of the following:

  • Experience developing programs, policies, services or projects for First Nations communities
  • Experience in the collaborative development of emergency management services for First Nations communities
  • Identify as Indigenous (First Nations, Métis or Inuit) 

Willingness statements: 

  • Willing and able to work on-call and extended hours during emergencies and disasters. 
  • Willing and able to travel to other regions.

This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
This is a temporary opportunity until December 10, 2027. This position may be extended or become permanent.
