Job Overview
The Senior Project Manager, Local Government is a key member of the PEN team. They lead development, delivery, and evaluation of complex, large scale projects that enable implementation of core components of the Emergency and Disaster Management Act that support regional collaboration, and meeting of legislative requirements. They represent EMCR in engagement and communication with First Nations, federal, provincial and local government officials, and non-governmental organizations. They champion a project management approach that leverages cross-ministry engagement, external partnerships, and agreement development. They provide expert guidance and advice on partnerships with local governments in the context of emergency management programs, including multijurisdictional emergency management organizations and emergency measures agreements, as defined by relevant emergency management legislation and regulations.
Qualifications:
Education and Experience Requirements
- Degree or higher in Emergency Management, Business Administration or a related field PLUS three (3) years of related* experience; OR
- Diploma in Emergency Management, Business Administration or a related field PLUS five (5) years of related* experience; OR
- Certificate in Emergency Management, Business Administration or a related field PLUS seven (7) years of related* experience; OR
- An equivalent combination of education and experience may be considered.
*Related experience must include all of the following:
- Managing multiple projects or leading a component (e.g. sub-project) of a major project.
- Synthesizing and analyzing large amounts of information and data and summarizing and identifying issues/trends and generating options/recommendations in writing.
- Experience building and managing collaborative relationships with multiple partners, including senior management, executive, and external partners to develop and support project development.
- Experience organizing, developing, facilitating, and leading workshops with a diverse group of partners, Indigenous peoples and communities and all levels of government.
- Experience preparing contracts and directing the work of others (contractors, project teams).
Preference may be given to applicants with one (1) or more of the following:
- Formal project management training and/or certification.
- Experience working and supporting partnerships with different level of governments, Indigenous peoples and communities, non-governmental entities from the non-profit and private sectors.
- Master's Degree or higher in Emergency Management, Business Administration, or a related field.
Applicants must be able and willing to:
- Work in operational deployments across the province and for extended hours during emergency activations.
- Must possess a valid FULL BC driver’s license (minimum class 5), or an equivalent class driver's license from another province or jurisdiction. Please note that this will be verified at the end of the competition. * Learners “L” and Novice “N” license does not meet the job requirement.

Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
