Job Overview
Within the Divisional Services team, the Manager, Business Modernization is responsible for leading business integration, process innovation, and digital transformation opportunities in the Division. The position is responsible for the key service delivery technologies, including Integrated Case Management (ICM), Contract Financial Management System (CFMS), Online Employment Services (OES), the WorkBC Mobile App, and Business Intelligence (BI) Portal. The position ensures these platforms are optimized to enhance service delivery, align with modernization initiatives, and support evolving business needs. The position is required to understand strategic priorities, client needs, the Division’s business operations and sector’s technical environment to manage emerging issues, drive digital adoption, and influence business enhancement priorities. The position plays a critical role in technology governance, system integration, and continuous improvement, ensuring that digital platforms effectively support the Division’s mandate. This position can be based in Victoria or offered virtually and supervises 18 staff and contractors.
Qualifications:
Education and Experience Requirements
- Bachelor’s Degree or higher in a related discipline (e.g. social work, computer science, information technology) and two (2) years *related work experience; OR
- Diploma and three (3) years *related work experience.
*Related work experience includes the following:
- Experience in leading and managing technology enhancements, project planning and management, including prioritize of service requests, platform integration, IT governance, and security compliance.
- Experience in working collaboratively with external and internal partners and influencing decision making to align technology solutions with business needs.
- Experience in managing staff and/or teams, both in person and virtually, fostering a culture of innovation and continuous improvement.
- Experience in writing business requirements and articulating technology enhancements.
- Experience in communicating orally, in writing and in presentations, clearly and concisely, in a manner appropriate to the audience.
- Direct Experience in managing teams to lead testing and Release Management including working with Full Stack Developers.
- Direct Experience in managing teams that provide Service Desk Support.
- Direct experience with the Development of the Contract Financial Management System (CFMS), Corporate Accounting System (CAS), Integrated Case Management (ICM), Mobile Application Development, PowerBi portal and Online Employment Services (OES).
Preference may be given to applicants with the following:
- Three (3) or more years working in a technical role support information technology advancement.
- Extensive Leadership Experience within large-scale modernization projects

This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
This is a temporary opportunity until January 29, 2027. This position may be extended or become permanent.
