This is a restricted lateral posting open to employees who hold a Grid 27 base position.

Job Overview
The position is a dedicated resource to support the Research & Analytics Branch, StudentAidBC (SABC) and Ministry of Finance.  This position will provide expert data analysis, data design, data modelling and data quality services to support decision making to monitor performance of institutions eligible for student financial assistance, evaluation of disbursement and repayment trends, and inform program and policy development & efficiency for student financial assistance (SFA).  This position will bring subject matter expertise from the program and the technical understanding of the data and analysis needed.

This position also plans, organizes, manages and implements projects related to the financial and programmatic impacts of various SFA policy considerations to support Cabinet, Treasury Board and Ministry decision making.  This position serves as a collaborative team member who quickly adapts to new projects, proactively investigates data quality issues, and consistently takes on challenging analysis requiring initiative and resilience The position also provides expert data analysis and advisory support for broader student analytics activities and strategic data initiatives, including the Central Data Warehouse.

Qualifications:
Education and Experience Requirements

  • Degree in Information Technology or Information Management or related field and a minimum of 3 years of *related experience, OR
  • Diploma in Information Technology or Information Management or related field, and 4 years of *related experience, OR
  • Certification in a related field from a recognized institution, and 5 years of *related experience, OR
  • An equivalent combination of education and a minimum of 6 years of *related experience.


*Related experience must include:

  • Experience with Structured Query Language (SQL) and relational database systems    
  • Experience in developing forecasting models. 
  • Experience with Report design and development using BI tools, including query optimization and database view development; developing reports and data visualizations via such tools as Microsoft Power BI and Tableau.
  • Experience in synthesizing complex and detailed concepts into a plan of action for others. This may include educating the audience in best practices.
  • Experience in information resource management, data design, relational and/or object data modeling, process modelling, data analysis, data warehousing and/or business area analysis techniques, data management principles, structured analysis and design, and documentation of business requirements. 
  • Experience at leveraging structured and unstructured data sources to conduct quantitative analysis.
  • Experience managing complex projects.


Preference may be given to applicants with:

  • Experience in leading project teams.
  • Experience advocating for the needs of the business.
  • Experience analyzing financial data for variances and trends and summarizing impacts.
  • Experience developing data policy and standards documents.
