The Team
The Ministry of Emergency Management and Climate Readiness (EMCR) is the lead coordinating agency in the provincial government for all emergency management activities. EMCR is responsible to British Columbians for leading the management of provincial level emergencies and disasters and supporting other authorities within their areas of jurisdiction. EMCR works directly with local governments, Indigenous Nations, provincial ministries and agencies, federal departments, other jurisdictions, industry and volunteers in hazard mitigation, preparedness, response, and recovery.
The Role
The Corporate Services and Accountability Division is responsible for leading strategic business and corporate services in support of ministry programs. This includes financial governance and services, monthly forecasting of expenditures, budgeting, risk, facilities, internal and external strategic communications and engagement, corporate planning and project management. The division serves as a vital accountability and strategic partner to support the ministry in achieving its mandate and goals. This position leads a team of four highly engaged financial professionals and reports to the Budget Manager, who work collaboratively to monitor financial activities, identify and mitigate risks and strengthen governance frameworks that help the ministry achieve quality outcomes.
Qualifications:
Education and Experience Requirements
- Master’s degree in finance, business administration, commerce, public administration, accounting, or a related field, AND one (1) year of related experience*; OR
- Bachelor’s degree in finance, business administration, commerce, public administration, accounting, or a related field, AND two (2) years of related experience*; OR
- Diploma in finance, business administration, commerce, public administration, accounting, or a related field, AND three (3) years related experience*; OR
- Certificate or coursework in finance, business administration, commerce, public administration, accounting, or a related field, AND four (4) years related experience*; OR
- An equivalent combination of education and experience may be considered.
*Related Experience must include:
- Experience in budget development and estimates preparation, financial planning and analysis, budget monitoring, and preparation of reports for executive staff.
- Experience interpreting legislation and conducting analytical research to support budget development and evaluation.
- Experience analyzing financial data for variances and trends and recommending remedial action.
Preference may be given to applicants with any of the following:
- Professional accounting designation and are members of the Chartered Professional Accountants BC (CPABC).
- Experience using the Financial Forecasting System (FFS)
- Experience working in an emergency management organization
Applicants must be able and willing to:
- Be flexible regarding changes in responsibilities, assignments, scheduling and corporate structures.
- Work on-call and work extended hours during emergency activations if required.
- Travel occasionally.

About this Position:
There is currently one permanent full time position available in Saanichton.
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future temporary and permanent vacancies in Kamloops, Surrey, Saanichton, and Prince George.
