The Team
The Debt Management, Risk & Performance Measurement team within Provincial Treasury is responsible for monitoring and managing the financial risks associated with the Province’s debt portfolio. The team develops risk management policies, measures and reports on portfolio exposures, assesses market and credit risks, evaluates debt portfolio performance, and provides analysis and recommendations that support borrowing, hedging, and debt management decisions across government.

The Role
The Director, Risk & Performance Measurement leads the development and oversight of the Province’s debt portfolio risk framework. The role is responsible for monitoring financial, credit, market, and operational risks; assessing debt portfolio performance against approved benchmarks; providing risk analysis and reporting to senior executives and the Risk Committee; and leading strategic initiatives related to borrowing programs, risk management practices, derivative agreements, and portfolio performance measurement. The position also supervises professional staff and contributes to the ongoing effectiveness of debt management systems, governance, and business continuity practices.

Qualifications:
Education and Experience Requirements

• Completion of a degree in Finance, Commerce, Economics, Business Administration, Mathematics or related degree, plus;
• 5 years progressive experience in banking, financial management, securities industry and/or capital markets.

Preference may be given to those with the following:

• A relevant Master's degree.
• Related post-secondary course work such as Certificate in Quantitative Finance, Financial Risk Manager designation, Associate Professional Risk Manager designation or Chartered Financial Analyst designation.
• Experience in fixed-income mathematics, financial risk metrics and analysis, domestic and international capital markets, and portfolio benchmarking.
• Experience in a large treasury operation.
• Experience working with international swap counterparties together with implementing and managing credit support agreements and other derivative documentation including threshold tables and acceptable collateral types.
• Experience with collateral management.
• Experience with liability portfolio management.
• Experience working with financial hedging techniques and both derivative and foreign exchange markets.
• Experience with VaR analysis and other quantitative techniques.
• Experience relating to the recent developments in international regulation of financial markets and banking entities.
• Experience with related programs such as Bloomberg, ION Wall Street Systems debt management system will be an asset.

About this Position:
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
