Job Overview

The primary focus of this position is to develop creative management solutions to strategic resource management issues. This position bridges environmental, social and economic disciplines of natural resource management to advance proposed legislation, policy, Ministry priorities and strategies, and operational delivery of stewardship outcomes. The Land and Resource Specialist will lead diverse project teams of multidisciplinary specialists across multiple agencies and is responsible for the analysis, management, coordination and delivery of strategic initiatives from initiation through to conclusion. This position deals with complex natural resource issues involving multiple partners and First Nations.

Qualifications:
Education and Experience Requirements

• Post-graduate degree in law, public administration, economics, land use planning, spatial analysis, geography or a natural resource management related field (e.g., Geography, Natural Resource Management, Forestry) and 2 years of related experience; OR
• Bachelor’s degree in law, public administration, economics, land use planning, spatial analysis, geography or a natural resource management related field (e.g., Geography, Natural Resource Management, Forestry) and 3 years of related experience; OR
• Diploma in law, public administration, economics, land use planning, spatial analysis, geography or a natural resource management related field (e.g., Geography, Natural Resource Management, Forestry) and 4 years of related experience; OR
• Certificate and course work in law, public administration, economics, land use planning, spatial analysis, geography or a natural resource management related field (e.g., Geography, Natural Resource Management, Forestry) and 5 years of related experience; OR
• An equivalent combination of education and experience may be considered.

Related Experience must include all of the following:

• Experience in policy and program development in any sector (social, economic, or natural resource sector).
• Experience with the development and implementation of legislation, regulations, policies and best management practices.
• Experience developing processes and participating in partner consultations for defining program policies or priorities and identifying partner preferences and reconciling conflicts.
• Experience managing or leading a component (e.g. sub-project) of a complex major project or regional initiative including working with a variety of subject matter experts, including experts outside of government, in a cross-agency operating environment.
• Demonstrated experience in managing multi-disciplinary/multiple partner projects in which innovative solutions were implemented to solve a unique or complex natural resource management problem.
• Experience using various computing platforms (e.g. MS Excel, R, etc.) to analyze data and report out on trends.

Preference may be given to applicants with the following

• Experience with professional land appraisal, land law, professional land survey, economic geography (e.g. economic analysis combined with spatial analysis) and/or professional paralegal or notary public services for lands legal matters.
• Experience regarding Crown lands or another legal/policy/operational framework related to Crown land (e.g. water, habitat, wildlife, mining/minerals, forestry, energy production).
• Demonstrated experience related to First Nations engagement, collaboration and relationship building.
• Experience using geospatial data to find detailed information regarding Crown lands (e.g. imap; ParcelMapBC; Tantalis; GATOR; ACRFD; ArcGIS; etc.).
• Post-graduate degree in law with course work in law regarding land, or public/business administration with coursework in economics and/or economic geography.
• Preference may be given to applicants who identify as Indigenous (First Nations, Metis or Inuit) with the required combination of education and experience.
• Experience within the natural resource sector within British Columbia.
• Experience supervising or managing technical and/or professional staff in natural resource management.
• Experience and/or training in planning, particularly land use planning for natural resources.
• Experience and/or training in project management, including decision support.
• Recent training and/or current experience in the use of GIS applications to communicate complex geospatial information.
