The Team
The Real Property Division (RPD) delivers strategic real estate, workplace, facilities, and asset management services to support the Government of British Columbia. RPD is responsible for the planning, acquisition, management, and optimization of government-owned and leased properties, workplace solutions, facilities operations, and client service delivery across the provincial portfolio.

The Facilities Services Contract Management (FSCM) Branch plays a critical role in ensuring the effective delivery of facilities management services across government workplaces and special purpose facilities. Through the oversight and performance management of outsourced service contracts, the branch ensures facilities are safe, reliable, sustainable, and responsive to the needs of ministries and broader public sector clients. FSCM works closely with service providers, stakeholders, and government partners to monitor service performance, manage operational risks, support continuous improvement initiatives, and ensure contractual compliance across a diverse provincial real estate portfolio.  Within the FSCM Branch the Emergency Management role is accountable for delivering a comprehensive emergency management program which recognizes the uniqueness sand requirements of the Provincial government portfolio.

The Role
The Ministry Emergency Planning and Response Manager is responsible for leading and directing the ministry’s emergency management and business continuity program, ensuring operational readiness and the effective coordination of response and recovery activities. The role provides strategic and operational leadership across emergency management, business continuity, and risk integration, and is accountable for ensuring continuity of critical government services during disruptions.

The position leads and directs Emergency Operations Centre (EOC) and Ministry Operations Centre (MOC) activations, including establishing priorities, coordinating cross-functional response activities, and supporting executive decision-making during incidents with significant operational and reputational risk. Operating in a high-risk, high-consequence environment, the Manager exercises independent judgment and decision-making authority during emergencies, ensuring alignment with provincial emergency management frameworks and ministry priorities.

Qualifications:
Education and Experience Requirements

•    Undergraduate degree in emergency management, business or public administration or related field or equivalent and 2 years related experience; OR 
•    An equivalent combination of post-secondary education and experience may be considered. 

*Related experience must include a minimum of 2 years with each of the following:
•    Experience reviewing and analyzing complex issues related to risk management planning and/or emergency planning.
•    Experience managing complex programs or projects. 
•    Experience in leading emergency planning exercises and training.

Preference may be given to applicants with the following experience: 
•    Providing clear and effective written and verbal communication to a variety of audiences. 
•    Change management and issues management with external and internal partners.

About this Position:
This is a temporary opportunity until 03/31/2027. This position may be extended or become permanent.
This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work up to two (2) days at home per week subject to an approved telework agreement.
