The Office of the Ombudsperson hosts a Corporate Shared Services unit supporting a total of three offices of the Legislature including: Office of the Ombudsperson, Information and Privacy Commissioner and the Police Complaint Commissioner. The specific services provided by Corporate Shared Services under a joint shared services arrangement are finance, information technology (IT), human resources, facilities and administration. Considerable independence from government is a requirement for the supported offices in order to maintain a credible and legislative requirement for confidentiality and independent functioning. As such, much of the governing policies required of government/Ministry agencies must be critically reviewed for encroachment on the independent nature of the Offices. Care is demanded from the client offices to ensure that there is no actual or perceived influence by government on the operations of the Offices.

The Senior HR Consultant is responsible for providing guidance and support client offices in operational HR service delivery and recommending client-focused solutions.

Qualifications:

This position will be of interest to applicants who can demonstrate the required qualifications, including the following:

  • Completion of post-secondary degree in a related field (e.g. Human Resources Management, Public Administration, Business Administration, Organizational Psychology, Labour Relations).
  • ‪Minimum 1 year recent (within the last five years) related experience (e.g. as an HR generalist) which must include the following:
    • Experience providing consultative advice on HR matters.
    • Experience managing a portfolio of clients in a client service environment providing advice, consultation and recommendations in writing and orally.
    • Experience interpreting and providing advice on policy and/or legislation.
  • Experience advising supervisors on performance management including letters of expectation, performance improvement plans, and progressive discipline.
  • Experience advising supervisors on absenteeism and advising on short-term illness and injury plan (STIIP) and return to work (RTW) processes and considerations.
  • Proven experience developing and maintaining administrative systems and processes with a high degree of accuracy.
  • A combination of education and experience may be considered.
  • Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check (completed if an offer of employment is made).

This posting is for one temporary (18 months), full-time opportunity. An eligibility list may be established to fill similar future vacancies in a full-time temporary or permanent capacity. Temporary positions may become full-time, permanent status. This position is excluded from union membership.

This position is located in our office in downtown Victoria, BC.  Upon successful completion of the six-month probationary period, this position is eligible for a hybrid-remote work arrangement of up to nine days working remotely in a three-week period, in accordance with the office’s Work Arrangements Policy.

Financial assistance may be offered as part of the total compensation package for successful candidate(s) that must relocate to Victoria. Relocation allowances will be in accordance with the information here.
