The Team
The Health Professions and Occupations Regulatory Oversight Office (HPOROO) is a newly established independent oversight body responsible for overseeing health professional regulatory colleges under the Health Professions and Occupations Act. As a newly established independent oversight office, HPOROO is helping shape a modern approach to health professional regulatory oversight in British Columbia. The Office plays a unique role in promoting accountability, transparency, and public protection across the health regulatory system.

The Deputy Superintendent will lead and collaborate with a multidisciplinary team of professionals with expertise in regulatory oversight, audit and evaluation, policy, governance, investigations, Indigenous engagement, appointments, communications, and business operations. Team members work closely together on complex files, drawing on diverse perspectives and expertise to assess regulatory performance, conduct oversight reviews, identify opportunities for improvement, and support evidence-informed decision-making.

The Role
Reporting to the Superintendent, the Deputy Superintendent provides executive director leadership for the Office's oversight, audit, evaluation, governance, and policy functions. The role leads a talented and collaborative team responsible for monitoring regulatory college performance, conducting oversight reviews, developing governance standards, and providing recommendations that strengthen accountability and public confidence in the health professional regulatory system.

The Deputy Superintendent oversees strategic reviews, audit and evaluation activities, recommendations to regulatory colleges, appointments processes, and major policy initiatives that have significant implications for British Columbia's health regulatory system. The position also plays a key leadership role in managing complex issues, engaging with senior stakeholders, and ensuring the Office's oversight activities contribute to improved public protection and confidence in health professional regulation.

Qualifications:
Education and Experience Requirements

  • Degree in Public Administration, Law, or in a related field AND two (2) years of related experience; OR,
  • An equivalent combination of education and experience may be considered.

Years of related experience must be in each of the following.

  • Experience in a senior management role leading new business development projects and/or business transformation projects involving a diverse range of project portfolios.
  • Experience establishing collaborative relationships with senior leaders across government, as well as internal and external partners and leading organizational change associated with implementation.
  • Experience providing organizational vision and strategic leadership, and leading and coaching multidisciplinary senior management teams to execute strategic plans and diverse projects.
  • Experience in strategic business planning, contract management, financial management; and leading multi-party negotiations.
  • Experience building true partnerships with Indigenous peoples in support of reconciliation.
     

Preference may be given to candidates with:

  • Experience fostering resilience, building collaborative partnerships, and creating environments that promote healing, growth, and positive outcomes.
  • Experience leading and supporting managers and staff working with individuals affected by trauma, crisis, or complex social needs.
  • Experience supporting implementation of the UN Declaration of the Rights of Indigenous Peoples.

Flexible work options are available; this position may be able to work from home up to 3 days a week subject to an approved telework agreement.
