Description
The Team
The Management Services Unit is part of the Liquor and Cannabis Regulation Branch (LCRB), a provincial organization that helps regulate and license liquor and cannabis establishments and events across British Columbia. This collaborative team provides a wide range of operational and strategic support to the branch, including budget management, financial policy advice, records management, workplace planning, technology coordination, and employee training and development. Team members work closely with colleagues across the LCRB and Corporate Services to support effective service delivery and branch operations.
The Role
The Director, Management Services provides strategic leadership for a diverse team consisting of included and excluded staff. The Director oversees a broad range of corporate services, including financial management, human resources, records management, facilities, information security, emergency preparedness, and business operations. This role works independently and collaborates with senior leaders, government partners, and service providers to deliver complex, organization-wide priorities while ensuring compliance with legislation, policy, and public sector accountability standards. As a key member of the Executive Committee, the Director helps shape organizational direction, leads major projects, and supports informed decision-making through strong governance and policy development.
Qualifications:
Education and Experience Requirements
- Degree in public administration, business administration, accounting, or related field plus three (3) years recent related experience OR
- Diploma in a related field (e.g. public administration, business administration, accounting, etc.) plus five (5) years recent related experience OR
- An equivalent combination of education and experience may be considered.
Recent related experience (gained within the last seven (7) years) must include all of the following:
- Leading corporate service functions (e.g., finance, human resources, facilities, administration, etc.) for a medium to large size public sector organization.
- Experience in government financial management and applying of accounting principles.
- Experience establishing and reconciling program and project objectives, priorities, and budgets.
- Experience leading and resolving complex staff and/or client issues.
- Experience leading multi-disciplinary staff including developing and evaluating employee performance, coaching, team building and mentoring staff.
Additional Required Experience:
- One (1) year experience supporting Treasury Board submissions.
Preference may be given to candidates with the following:
- Five (5) years recent (gained within the last seven (7) years) experience establishing and reconciling program and project objectives, priorities, and budgets.
- Five (5) years recent (gained within the last seven (7) years) experience leading and resolving complex staff and/or client issues.
- Three (3) years experience dealing with politically sensitive and provincially significant issues.
- One (1) or more years experience directly leading Treasury Board submissions.
- One (1) or more years experience overseeing FOI and/or records management functions.

About this Position:
This position can be based out of Burnaby or Victoria.
Flexible work options are available; this position may be able to work up to two (2) days at home per week subject to an approved telework agreement.
This position is excluded from union membership.
