Description

The Team
The Infrastructure and Finance Branch supports local governments across British Columbia by delivering infrastructure and financial assistance programs, providing advisory services, and promoting the long-term sustainability of local government services and assets. The team works closely with local governments, industry associations, and government partners to strengthen communities through strategic funding, sound financial management, and infrastructure investment.

The Role
The Director leads the development and delivery of infrastructure funding programs, policy initiatives, and strategic services that support sustainable local government infrastructure and service delivery across BC. This role provides expert advice, oversees program performance and compliance, and collaborates with a diverse range of partners to advance complex initiatives that help communities meet current and future infrastructure needs.

Qualifications:
Education and Experience Requirements

  • Bachelor’s degree in a related discipline (Agriculture, Geoscience, Engineering, Resource/Environmental Management, Geography or other related disciplines. An equivalent combination of related education and experience may be considered.

  • A minimum of four (4) years of experience providing comprehensive, integrated policy advice and recommendations at the Executive level in the public sector environment. 

  • A minimum of three (3) years of experience leading development, implementation and managing funding programs in a provincial context. 

  • A minimum of two (2) years of experience managing inter-governmental issues involving local governments and understanding of provincial roles in relation to resolving those issues and building relationships with a broad range of stakeholders towards demonstrated successful outcomes. 

  • A minimum of two (2) years of experience with program budget development and controls (including experience with financial compliance and performance-based audits).

  • Experience managing complex or contentious inter-governmental issues, particularly between the province and local government or First Nations, and building relationships with a diverse range of stakeholders.

  • Experience supervising multiple staff of varying professional backgrounds.

Preference may be given to applicants with the following:

  • More than the minimum years of experience required.

  • Experience applying a local government infrastructure focus.

  • Experience negotiating agreements and managing programs in a federal/provincial relations context.

About this Position:
This is a temporary opportunity until October 1, 2027. This position may be extended or become permanent.
This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
