Description

The Team
The primary function of each district is to support the safe and efficient movement of people, goods, and services within its geographic area. The Ministry operates 11 districts across British Columbia, each playing a critical role in maintaining and improving the provincial transportation network. Districts are responsible for administering road and bridge maintenance contracts, pavement marking contracts, electrical maintenance contracts, and snow avalanche programs. They also oversee development approvals that support economic growth along controlled-access highways and throughout rural British Columbia. In addition, districts deliver significant portions of the highway rehabilitation program and provide operational and technical support for major capital projects.

District operations are essential to supporting the growth and development of British Columbia's economy. As the Ministry's primary regional presence, districts serve as a direct link between the Ministry, local governments, Indigenous communities, stakeholders, industry, and the travelling public. Through the management of transportation infrastructure and services, districts help ensure the safe and reliable movement of people and goods within British Columbia's multimodal transportation system.

The Role
Reporting to the Executive Director, the District Manager, Transportation has the overall responsibility for safety of the travelling public on the provincial transportation system, and the strategic planning, direction and delivery of Provincial highway and bridge maintenance and rehabilitation and related programs, integration with other provincial transportation systems and control of land development that impacts the provincial transportation network. The position engages in strategic relationships with, Indigenous Communities, local governments, industry, and customers to support economic growth. This position oversees other distinct projects and programs, establishes and delivers on government priorities that are sensitive in nature, advances socio-economic agendas and is accountable for risk management decisions within the program area. 

Qualifications:
Education and Experience Requirements

  • A bachelor’s degree in business administration, public administration, civil engineering, related field or equivalent and five (5) years of related experience; OR 
  • Post-secondary degree or diploma or professional certification in a related management, business, public administration or technological/engineering discipline, plus seven (7) years mid-level to senior management experience with direct financial accountability, resourcing responsibilities and strategic planning function; OR 
  • High school graduation plus post secondary management/business training with 10 years progressively increasing mid-level to senior management experience with direct financial accountability, resourcing responsibilities, and strategic planning function. OR 
  • An equivalent combination of education and experience may be considered.

Related Experience Must Include

  • Experience in a senior management role leading new business development projects and/or business transformation projects involving a diverse range of project portfolios.   
  • Experience establishing collaborative relationships with senior leaders across government and leading organizational change associated with implementation.   
  • Experience in strategic business planning; contract management; financial management; and leading multi-party negotiations.   
  • Experience and identifying issues in multi-faceted situations preparing and providing high level briefings, documents, presentations, and recommendations on complex issues to senior officials. 
  • Experience in collaborating with diverse interest holder groups including presenting at closed and public forum Council meetings 
  • Experience in human resource management, business management, financial and contract administration, strategic planning and project/change management, and Provincial Government policies and procedures; thorough working knowledge of Ministry organization and Ministry policies and procedures.

Preference may be given to applicants with the following:

  • Ministry of Transportation and Transit experience. 
  • Experience working effectively, respectfully, and knowledgeably with indigenous communities and organizations. 
  • Experience delivering or leading transportation related projects.

About this Position:
This is a temporary opportunity until August 27, 2027. This position may be extended.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
