The Team:
The Centralized Services team is at the heart of delivering responsive, client-focused human resource support across the BC Public Service. As part of the Human Resource Services Division within the BC Public Service Agency (BCPSA), the team works closely with employees, supervisors, and ministry partners to provide consistent, efficient, and high-quality HR services that enable a positive employee experience and support organizational success. Team members collaborate across government, navigate complex and sensitive information, and contribute to continuous improvement initiatives that strengthen service delivery for thousands of public servants throughout British Columbia.

The Role:
The FOI and Records Analyst plays a key role in supporting transparency, accountability, and effective information management across the Employee Relations, and Labour Relations Divisions of the BCPSA. Reporting to the Access and Information Management team, this position manages complex Freedom of Information requests and disclosure files, coordinating extensive records searches and handling large volumes of highly sensitive employee, labour relations, investigation, and legal records. Working closely with senior leaders, legal counsel, other partners and clients across government, the Analyst provides analysis and strategic advice, identifies and mitigates risks, prepares briefing materials and recommendations, and helps ensure legislative requirements and critical timelines are met with the highest level of accuracy, discretion and professionalism. Qualifications:
Education and Experience Requirements:

  • Bachelor’s Degree in Information Management, Public Administration, or other directly related field, and at least one (1) year of related experience in each of the areas below, or;
  • Diploma in Information Management, Public Administration, or other directly related field, and at least two (2) years of related experience in each of the areas below, or;
  • An equivalent combination of education and experience related to records and information management may be considered.
  • Related experience must include a minimum of one (1) or two (2) years (dependent on the education listed above) in each of the following:
  • experience interpreting and applying FOIPPA legislation and providing advice on policy, procedures, and guidelines;
  • experience dealing with confidential/ sensitive personal information;
  • experience performing detail-oriented analytical work; and,
  • experience effectively managing a high-volume case load in a customer service environment.

Preference may be given to those with one (1) or more of the following:

  • Related experience within the last five (5) years
  • Experience in negotiation, mediation and conflict resolution. 
  • Certification as a privacy professional (e.g. CIPP/C, CAPPA) and/or other relevant information management training and/or certification.

About this Position:
There is currently one (1) temporary, full-time opportunity available for approximately 12 months.
This temporary opportunity may be extended or become a permanent position.

Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved Telework Agreement.
