Job Overview

The Division Chief Negotiator provides strategic leadership, vision and serves as the second in command to the Assistant Deputy Minister (ADM), Government to Government and Community Relations Division (GGCRD), supporting the achievement of the Province's reconciliation objectives through negotiations, treaty implementation, agreement stewardship and long-term government-to-government relationships with First Nations and Modern Treaty Nations. The position serves as a principal executive advisor to the ADM and provides leadership on complex negotiations, implementation matters, strategic relationship issues, mandate requirements and emerging priorities requiring executive attention. 

The Division Chief Negotiator leads, supports and troubleshoots complex negotiations, implementation issues and relationship matters across the division and provides strategic advice, recommendations and direction to Chief Negotiators, Regional Executive Directors, Executive Directors and other senior staff. The role supports executive decision-making by identifying risks, opportunities, dependencies, priorities, mandate requirements and options across negotiations, implementation initiatives and long-term agreement relationships.

The Division Chief Negotiator is a divisional executive position responsible for supporting the ADM in the strategic oversight and management of divisional operations, including supervision of staff and leadership of divisional functions. The position supports accountability, organizational effectiveness, alignment of resources, and achievement of divisional priorities, government commitments and reconciliation objectives.

The position supports the ADM in maintaining division-wide oversight of negotiations, treaty implementation activities, long-term government-to-government relationships, mandate requirements, implementation obligations, resource pressures, Cabinet and Treasury Board decision requirements, and cross-government dependencies. This includes strategic support for treaty implementation governance, implementation issue resolution, treaty amendment initiatives, treaty partner forums, portfolio management, executive reporting, and divisional planning processes.

The Division Chief Negotiator works in close partnership with the ADM to provide strategic leadership across the division. While the ADM retains overall accountability for divisional performance, priorities and outcomes, the Division Chief Negotiator exercises delegated authority and executive leadership across a broad range of negotiations, implementation matters, operational priorities and emerging issues. Responsibilities may evolve over time in response to organizational priorities, government direction and the strategic needs of the division.

Qualifications:
Education and Experience Requirements

  • A Master’s degree in Indigenous studies, natural resource management, law, business or public administration or related field, plus 5 years *recent related senior leadership experience. 
  • A minimum of five (5) years of senior executive leadership experience leading and empowering multi-disciplinary teams in complex multi-party negotiations/projects or major program shifts.
  • An equivalent combination of education and recent experience may also be considered.

*Recent related Senior leadership experience must include all the following:

  • Progressive leadership experience producing consistent results (change management, workplace culture, portfolio management) over the last fifteen (15) years.
  • Experience working directly with First Nations, Indigenous organizations and/or communities. 
  • Experience interpreting and navigating the current social, policy and legal context surrounding Indigenous self-determination and reconciliation in British Columbia.  
  • Experience providing strategic advice to Ministers, Deputy Ministers, ADMs, senior government officials (or private sector equivalent) on project/negotiations status.
  • Experience leading complex, multi-party negotiations in a cross-cultural setting.
  • Experience working with external partners, industry associations, community organizations, environmental and other interest groups in the context of planning, negotiations, consultation and facilitation of land and resource development.

Preference may be given to candidates with one or more of the following:

  • Candidates who self-identify as Indigenous (First Nations, Métis or Inuit).
  • Candidates who have worked in the Public Service (Provincial, Federal, Municipal or First Nations) working with Indigenous Peoples.
  • Strong experience providing executive leadership, strategic advice or oversight related to treaty implementation, implementation governance, treaty amendment initiatives or long-term agreement stewardship.
  • Strong experience leading or supporting complex portfolios involving negotiations, implementation initiatives, cross-government coordination and executive decision-making.
  • Strong experience supporting executive planning, prioritization, portfolio management or organizational change in a large and complex organization.
