The Team
Criminal Appeals & Special Prosecutions (CASP) is a division of the BC Prosecution Service (BCPS).  The BCPS helps protect society by independently, effectively, and fairly conducting prosecutions and appeals at all levels of court. With approximately 550 Crown Counsel throughout British Columbia, the BCPS is divided into CASP, Headquarters, and five regions – North, Interior, Fraser, Vancouver, and Vancouver Island-Powell River.

Criminal Appeals and Special Prosecutions (CASP) is responsible for the following areas of practice:

  1. All indictable criminal appeals undertaken to the Court of Appeal for British Columbia and the Supreme Court of Canada, [Criminal Appeals Section];
  2. Prosecutions involving commercial crime, allegations against police, and regulatory offences including environmental and workplace injury and fatality related prosecutions [Commercial, Police, & Regulatory Prosecution Section];
  3. Organized and major crime prosecutions;
  4. Providing prosecutorial litigation support to other prosecution offices within the BCPS in respect of constitutional challenges that arise in the trial courts [Prosecution Support Unit];
  5. The delivery of legal resources and learning and development opportunities for the BCPS;
  6. CASP is also responsible for coordinating French and bilingual prosecutions.

Also within CASP is the Major Case Management (MCM) Unit.  Cases managed by the MCM Unit are designated under the MCM Model to ensure appropriate personnel, security, technology, and facility resources are available to manage these complex, high-profile cases. 

The Role
The Litigation Management System (LMS) Business Analyst provides business, functional and technical expertise in the process of disclosure management for files that are utilizing the Discover (Ringtail) application.  This includes being the main contact between police agencies, Crown Counsel, and the Litigation Management System team.  This position is responsible for supporting the Discover (Ringtail) system through business analysis, project management support, procedural support (best practices development, communications, testing and release documentation) and training in all aspects of the Discover (Ringtail) application for users within the BC Prosecution Service (BCPS).  This position works collaboratively with Major Case Disclosure Crown Counsel, the Senior Litigation Systems Manager, LMS Systems Analysts, other BCPS Business Analysts and members of Headquarters, Criminal Appeals and Special Prosecutions, and regional operations.   

Qualifications:
Education and Experience Requirements

  • Degree, Diploma, Certification or Equivalent in information technology, or an equivalent combination of education and experience (including Paralegal Certification) may be considered.
  • A minimum of 5 years of experience working in a legal office environment with preferred experience working in a criminal justice setting.
  • Experience managing projects from initiation to completion.
  • Experience developing and/or administering training plans, tools and learning resources.
  • Preference may be given to those with experience working on a major prosecution file team.
  • Preference may be given to those with a minimum of 2 years of recent (within the last 5 years) experience working for the BC Prosecution Service.

About this Position:
This is a temporary opportunity until 01/31/2027. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
