The Team
The Executive Director of Service Office (EDSO) is the central leadership support team for the region. It helps ensure service delivery aligns with ministry priorities and that day-to-day operations run smoothly. The office supports consistent and compliant HR and operational practices and maintains accurate workforce and organizational data. The EDSO improves coordination and accountability across the SDA by managing projects, working closely with HR, finance, and operations, and tracking key deliverables and requirements. It supports leaders by preparing dashboards, reports, briefing notes, FOI responses, and divisional updates to help guide decisions and keep information clear and accessible.
The Role
Reporting to the Executive Director of Service, the Senior Manager, Operations, Planning & Engagement provides leadership and oversight for operational planning, staff engagement, performance reporting, and strategic communications. The position leads cross-divisional initiatives, supports executive decision-making, manages operational improvement projects, and supervises a team. The role also contributes to the development of policies, processes, and engagement strategies that support effective service delivery and a positive workplace culture.
Qualifications:
Education and Experience Requirements:
- Bachelor’s degree in Business Administration, Public Administration, Commerce, Management, Finance, Human Resources, Organizational Development, Communications, Project Management, or a related field.
- Minimum two (2) years of experience leading operational improvement initiatives that support effective operations and improve service delivery.
- Minimum two (2) years of experience managing multiple competing priorities and delivering results in a fast-paced, evolving environment.
- Minimum one (1) year of experience building consensus and working collaboratively with diverse, cross-functional colleagues across the province in a virtual environment.
- Minimum one (1) year of experience developing performance tracking and reporting processes, analyzing data and trends, monitoring outcomes, and providing evidence-based recommendations to support operational and strategic decision-making.
- Minimum one (1) year of experience developing communication materials and presentations, facilitating meetings, preparing briefing notes, and presenting information to executives.
- An equivalent combination of education and experience may be considered.
Preferences:
- Experience supporting an Executive Director or equivalent senior leader, or working in an executive office within the Ministry of Children and Family Development, including managing priorities and sensitive issues.
- Experience working in a service delivery environment within the Ministry of Children and Family Development.
- Experience with BC Public Service budget and financial processes, including budgeting, forecasting, resource allocation, and interpreting financial reports.
- Experience with BC Public Service classification and organizational design processes, including position management, resource allocation, position creation, and classification and exclusion reviews.
- Experience with BC Public Service human resources processes, including recruitment, employee engagement, onboarding and offboarding, and employee and labour relations.
- Experience with BC Public Service procurement and contract management processes, including procurement, contract administration, contract tracking, and lifecycle management.
- Experience supervising staff in the BC Public Service
