Job Overview
This position serves 1 to 3 Ministries within the Natural Resource Sector and is responsible for the accurate accounting, recording, and reporting of revenues, receivables, investments, and trusts. Under the direction of the Manager, this position leads a team of clerks in providing financial processing and records management, delivers financial services to the management and support to regional and provincial program staff, prepares reconciliations, various monthly, quarterly, annual, and year-end reports and provides advice to clients on revenue policy and procedures. 

Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in business administration, commerce, economics, public administration, accounting, or financial management PLUS 1 year of *related experience; OR 
  • Diploma in business administration, commerce, economics, public administration, accounting, or financial management (in lieu of a Diploma, completion of minimum first two years of a Degree in any of the listed studies will be considered equivalent) PLUS 3 years of *related experience; OR
  • Certificate in Business/Public Administration, Finance, Accounting or a related discipline or Level 2 of the BC Public Service Financial Management Certificate Program An equivalent combination of education and experience may be considered.

Related experience must include all of the following: 

  • Experience providing direction to staff or contractors and monitoring results.
  • Experience with financial software systems such as: accounts payable, accounts receivable and general ledger modules.
  • Experience in generating, monitoring and reporting of financial information using multiple financial systems, applications or programs.
  • Experience analyzing large volumes of financial data, using MS Excel advanced functions which include importing data, sorting, applying complex formulas, and producing pivot tables, charts and graphs.
  • Experience in a supervisory position. 

Preference may be given to applicants with the following:

  • A professional accounting designation (CPA) OR enrolled or fully eligible for enrollment in the CPA Professional Education Program.
  • Experience with CAS Oracle (GL, AP, and AR modules), minimum 6 months. 
  • Completion of courses in supervisory skills. 
  • Experience with financial reporting and forecasting, including variance analysis. 
  • Experience preparing journal entries.

This position can be based in any Natural Resource Ministry office. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
