Description

The Team
The Mineral Titles Branch Operations Team is an established team responsible for administering mining tenures under the Mineral Tenure Act and supporting the effective management of mineral resources in British Columbia. Working within a operational environment, this position plays a key role in the administration of coal and lease tenures, providing guidance and support to clients throughout the application process. The position will also participate in consultation activities with First Nations, working closely with an advisor to support engagement and ensure consultation requirements are addressed in accordance with established processes.

The Role
Coal contributes significantly to British Columbia’s economy and represents an important source of provincial revenue, making the effective administration of coal tenures a critical component of the Ministry’s mandate. As a provincial specialist in this area, the successful applicant will provide expert advice and leadership on complex coal and lease tenure matters, serving as the Ministry’s primary subject matter expert for major mining tenures across British Columbia. The position is responsible for interpreting and applying legislation, regulations, policies, and procedures related to tenure administration, while providing strategic guidance to internal and external stakeholders on issues that may have significant operational, economic, and public interest implications. Working in a highly specialized and dynamic environment, the incumbent will exercise delegated statutory decision-making authority under the Mineral Tenure Act, ensuring decisions are legally sound, transparent, and consistent with provincial objectives. The role also requires building and maintaining effective relationships with industry representatives, First Nations, government agencies, and other partners to support the responsible development and management of the province’s mineral resources.

Qualifications:
Education and Experience Requirements

  • Applicable bachelor’s degree (Geography, Law, Business/Commerce, Community Planning, Land Use Planning, Renewable/Natural Resources, Natural Sciences, or related discipline) and three (3) years related experience, OR
  • Applicable diploma (Geography, Law, Business/Commerce, Community Planning, Land Use Planning, Renewable/Natural Resources, Natural Sciences, or related discipline) and four (4) years related experience.
  • Minimum of 2 years of applicable coursework (Geography, Land Law, Business/Commerce, Community Planning, Land Use Planning, Renewable/Natural Resources, Natural Sciences, or related discipline) and four (4) years related experience.

Related Experience Includes any of the Following:

  • Experience developing and maintaining effective and cooperative working relationships, inside and outside government.
  • Experience in reviewing and understanding legal documentation.
  • Experience in provincial tenure administration and management*.
  • Experience in interpreting and applying legislation, statutes, regulations, case law, bylaws, and policies.
  • Experience acting as a Statutory Decision Maker.
  • Experience in developing policy and guidance documents to be used by staff and/or clients.

Preferences

  • Preference may be given to individuals with greater than one year of experience acting as a Statutory Decision Maker on the award of provincial tenure.
  • Preference maybe given to individuals with experience in provincial natural resource tenure administration and management*. 

*Tenure administration and management includes tenure awards, renewals, billing, application evaluation, tenure document preparation, Indigenous consultation on tenure matters, recommendations to a statutory decision maker, and acting as a statutory decision maker for tenures.

This is a temporary opportunity until September 16, 2027. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
