Description

The Team:
The BC Compliance and Enforcement Agency (BC CEA) helps protect British Columbia's environment and natural resources through coordinated, province-wide compliance and enforcement oversight. Its work spans environmental protection, mining, forestry, environmental assessment, and resource stewardship, influencing how natural resource activities are conducted across the province. Within the agency, the Compliance and Environmental Enforcement Branch delivers risk-based enforcement programs, while the Administrative Enforcement Office administers administrative monetary penalties that support fair, consistent, and legally defensible enforcement outcomes. At its core, this work supports accountability, environmental protection, and the responsible use of BC's natural resources.

The Role:
The Manager, Administrative Enforcement leads the administration of the Administrative Monetary Penalties (AMP) program and serves as a provincial statutory decision maker for complex and high-profile matters related to environmental protection, mining, forestry, and resource stewardship. This role carries significant responsibility, balancing legislative requirements, procedural fairness, and the public interest in decisions that can have far-reaching implications. Through a combination of decision-making authority, strategic leadership, and regulatory expertise, the Manager helps shape the future of administrative enforcement and regulatory compliance across British Columbia. The decisions made in this role help translate legislative intent into meaningful regulatory outcomes.

Qualifications:
Education and Experience Requirements:

  • Degree in a related discipline (e.g., natural resource management, mining, public administration, law or a related field) or an equivalent combination of education and experience.
  • Related experience in mining, natural resource management, regulatory compliance, policy development or a related field.
  • Experience interpreting and applying legislation, regulations and policy, and providing advice and recommendations on complex issues.
  • Experience leading projects, legislative, regulatory, policy or program initiatives, including preparing briefing materials and recommendations for senior management.
  • Experience building collaborative relationships and working effectively with internal and external stakeholders, including Indigenous partners, legal counsel, industry representatives and other levels of government.
  • Experience leading people, supervising staff or providing leadership in a matrix management environment.

Preference may be given to those with one (1) or both of the following:

  • Experience as a statutory decision maker applying administrative law and procedural fairness principles including during the conduct of hearings and the issuance of written determinations; and/or,
  • Degree in law.

About this Position:
There is currently one (1) permanent, full time position available.
Remote work is allowed. This position can work up to full time from their home in British Columbia subject to an approved Telework Agreement. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
