Description

The Team
Our Digital Solutions team of 14+ people, which is part of the Construction Standards and Digital Solutions (CSDS) branch, is striving to make BC a North American leader in digital permitting and construction. We're building the foundation of digital permitting, from tools that help builders and developers with requirements, to a scalable platform that lets all BC communities process local permits digitally, paired with standardization work that brings a consistent permit experience and data formats to the whole province. Together, these portfolio gives builders and local communities seamless access to digital tools, trusted information, and coordinated partnerships, allowing housing projects to move from concept through occupancy faster and BC's construction sector has a foundation to build on.

The Role
As a Lead Agile Business Analyst on the Digital Solutions team, you will drive business analysis and Agile delivery for one of our portfolio streams. Working closely with both the Director, Product Manager, Scrum Master, Business Analysts, Full Stack Developers, and others, you'll elicit and document business requirements, lead backlog refinement and sprint planning, and translate complex system needs into clear, actionable stories. You'll take responsibility of requirements quality and traceability, working across different system contexts to ensure solutions are technically sound and aligned with the needs of local communities, First Nations, and builders.

Qualifications:
Education and Experience Requirements

  • Master’s degree and 2 years of related experience

  • Bachelor’s Degree and 3 years of related experience; OR

  • Diploma and 4 years related experience; OR

  • Certificate or coursework and 5 years related experience; OR

  • An equivalent combination of education and experience may be considered.
     

Related Experience must include:

  • Experience leading multiple concurrent projects, including defining objectives, priorities, timelines, and resource requirements.

  • Experience working within an Agile software development team (e.g., Scrum or Kanban), including backlog refinement, sprint planning, and story estimation.

  • Experience eliciting, documenting, and validating business and system requirements for digital service or software development projects, and

  • Six (6) months experience providing business analysis on high-risk projects.
     

Preference may be given to candidates with:

  • Experience supervising or leading staff in agile software teams.

  • Experience analyzing or documenting system integrations, including APIs, webhooks, or data exchange between third-party systems.

  • Experience with manual or user testing of systems

  • Experience working with local government, regulatory, or permitting processes.

  • Experience leading an Agile software development team (e.g., Scrum or Kanban), including backlog refinement, sprint planning, and story estimation.

  • Experience analyzing system-to-system integrations, including defining field-level data mappings between platforms.

Two (2) positions available. 
This is a temporary opportunity until 06/30/2028. This position may be extended or become permanent.
