The Team
The Residential Tenancy Branch Policy Team is a small, collaborative group that plays a central role in shaping the legal and policy framework governing rental housing in British Columbia. The team leads government's most significant and high-profile legislative and regulatory initiatives affecting landlords and tenants, working at the intersection of policy, law, operations, and service delivery. We collaborate closely with operational staff, legal counsel, communications professionals, executives, and partners across the Ministry to turn government priorities into practical solutions that can be effectively implemented, consistently applied, and clearly understood by staff, stakeholders, and the public.

The Role
This is a unique opportunity to lead complex, high-impact legislative and regulatory initiatives from concept through implementation, influencing decisions that affect hundreds of thousands of landlords and tenants. Success in this role requires both strategic vision and operational insight as you work across the Branch, Ministry, and broader government to develop policy solutions, navigate complex issues, assess implementation impacts, and support successful delivery. Qualifications:
Education and Experience Requirements

  • Master’s Degree in public administration, business administration, social sciences or a related field and 2 years of related experience 
  • Bachelor’s Degree in public administration, business administration, social sciences or a related field and 3 years of related experience 

  • Diploma in public administration, business administration, social sciences or a related field and 4 years of experience

  • Certificate or coursework in public administration, business administration, social sciences or a related field and 5 years of related experience.

  • An equivalent combination of education and experience may be considered. 
     

Related experience must include: 

  • Experience developing public policy and/or legislation.

  • Experience managing projects and/or project components.

  • Experience establishing effective relationships with internal and external stakeholders and/or engaging with diverse groups and cultures.

  • Experience writing a variety of documents such as briefing notes, papers, reports, and correspondence for senior decision makers.
     

Preference may be given to candidates with one or more of the following:

  • Experience in legislative development.

  • Experience in policy related to housing, homelessness, or administrative justice.

About this Position:
Three (3) Positions available.
This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future permanent and/or temporary vacancies across the Ministry of Housing and Municipal Affairs.
