The Team
The Heritage Conservation Act Transformation Project is an established, 12-person team of policy and engagement professionals leading the modernization of British Columbia’s Heritage Conservation Act in consultation and cooperation with First Nations and with engagement of external interested parties. Guided by the principles of reconciliation, equity, diversity and inclusion, the team is working to align the Act with the United Nations Declaration on the Rights of Indigenous Peoples and to ensure heritage decision-making is more inclusive, collaborative, and responsive to the needs of all people in B.C. As the Manager, Policy and Legislation, you will lead and support a team of talented policy professionals, including two Senior Policy Analysts, while collaborating with colleagues across government and external partners. This is an opportunity to work with a diverse group of creative thinkers who are passionate about solving complex challenges and making a meaningful impact on heritage conservation, community resilience, and Indigenous partnerships across the province.

The Role
As the Manager, Policy and Legislation, you will lead complex policy and legislative initiatives that support the modernization of British Columbia’s Heritage Conservation Act in partnership with First Nations. You will provide leadership and guidance to policy analysts, collaborate with legal and legislative partners, and develop key documents that inform government decision-making, helping to advance inclusive, culturally responsive policies that reflect diverse perspectives and support meaningful reconciliation. This role offers the opportunity to make a lasting impact on the protection and appreciation of B.C.’s heritage resources. Your work will help ensure legislation better serves the needs of First Nations, communities, and all people across the province, while fostering respectful collaboration and equitable outcomes.

Qualifications:
Education and Experience Requirements

  • University degree in a related discipline, such as public policy, law, business administration, communications or public administration, natural resource management, Indigenous studies, and related experience as indicated; OR,
  • An equivalent combination of education and related experience may also be considered.

Related Experience must include:

  • Minimum of three years experience in the development of legislation and/or regulation and/or policy;
  • Minimum one year experience engaging with First Nations communities and/or with local governments and/or industry;
  • Minimum of three years experience developing briefing and presentation materials and other communication resources; and
  • Experience leading and/or supervising a team.

Preference may be given to applicants with the following:

  • Minimum one year of experience developing legislation and/or regulations.
  • Experience in the development and delivery of First Nations and/or stakeholder engagement strategies and processes;
  • Experience aligning legislation with the UN Declaration on the Rights of Indigenous Peoples.
  • Experience briefing senior executive, leadership, or government officials.
  • Experience in the Natural Resource Sector.
  • Experience in archaeological / heritage resource management.
  • Experience with the Heritage Conservation Act.
  • Experience consulting with First Nations.
  • Applicants who identify as Indigenous (First Nations, Métis or Inuit).

About this Position:
This is a temporary opportunity until March 31, 2027. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work 2 or more days at home per week subject to an approved telework agreement.
This position can be based in a Natural Resource Sector office. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
