The Team
The primary function of the district is to ensure the safe and efficient movement of goods, services, and people in each geographic area. The district functions as the central point of contact for internal and external stakeholders, stewarding relationships that are critical to delivering its mandate. Its work involves managing significant communication demands, navigating complex issues, overseeing contracts, and exercising sound operational decision-making. The district directly administers various road, bridge, electrical services, and pavement marking maintenance agreements; snow avalanche programs, development approvals, portions of the rehabilitation program, and provides support for the capital program. The operations of each district support the growth and development of the provincial economy. District operations are a direct link between the ministry and public/stakeholders providing a key transportation link in a multi-model environment.
The Role
The Operations Manager reports to the District Manager and is responsible for the day-to-day operation of road and bridge maintenance. The position ensures that roads and bridges are maintained in accordance with the maintenance agreement between the contractor and the province through a program of quality audits conducted by their team. The Operations Manager directs and supervises technical staff and identifies their ongoing needs for training and development as well as acting as the second-in-command to the District Manager. They are directly accountable for protecting the travelling public and their staff, managing critical life/safety infrastructure and systems, and coordinating timely and effective emergency responses. The position is involved in developing rehabilitation programs.
This position leads an operational team with potential for emergency and weather-related call outs outside of regular business hours. The Lower Mainland contains some of British Columbia’s most critical transportation corridors, with Highways 1, 3, and 5 forming the gateway from the Ports to the Interior and the rest of Canada. This region is highly vulnerable to natural disasters and major emergency events, making sound operational judgment and robust, coordinated emergency management essential. The role includes leading the team through these high‑pressure situations to keep the corridors safe, reliable, and open for the movement of people and goods across the province.
Under guidance of the District Manager, this position works with considerable independence in a dynamic environment where change is constant and requires rapid, sound responses and outcomes. The Operations Manager interacts with a wide variety of officials within various levels of governments, the highway private sector, communities and special interest groups. The Operations Manager works well in high-pressure environments, demonstrates creativity in developing innovative ways for improving the highway system, and is responsible for determining the goals and objectives of the maintenance program.
The incumbent is required to make public presentations and deliver information or decisions that may not be well received; meet and deal with representatives of the three levels of government, First Nations, public and media representatives to discuss or explain programs, initiatives or decisions; and successfully negotiate agreements on behalf of the ministry where the parties may disagree or have conflict.
This is a full-time, office-based position in Chilliwack with no telework agreement. The role requires availability 24 hours a day, seven days a week, including travel in all weather conditions and extended or irregular hours as operational needs dictate.
Qualifications:
Education and Experience Requirements
- Secondary School Graduation or GED and Minimum of 7 years public or private sector related experience* OR;
- Graduation from a Technical Institute in a related field of study** and a minimum of 5 years public or private sector related experience* OR;
- Graduation from a University in a related field of study** and minimum 3 years public or private sector related experience* OR;
- An equivalent combination of education and experience may be considered.
- Must hold and maintain a valid Class 5 British Columbia Driver’s Licence.
*Related experience should include but is not limited to the following:
- Public or private sector experience equivalent to a managerial, construction supervisor, field superintendent, or related employment involving the leadership and management of employees and oversight of work.
- Responding to internal and/or public inquiries and concerns regarding topics related to transportation, infrastructure and other operational issues, and deescalating when communication is presented in an emotionally charged state.
- Highway operational experience includes the supervision and inspection of the construction, repair or maintenance of roads, bridges, and similar structures.
- Negotiating and coordinating the work of construction trades.
- Working with, briefing, and presenting to local government officials, First nations communities and senior elected officials.
**Related fields of study should include but are not limited to:
- Civil Technology, Civil Engineering, Construction, Transportation Systems and Planning, Traffic, Forestry, Resource Management, Business Administration, Urban or Regional Planning, or equivalent.
Preference may be given to applicants:
- With direct transportation related experience including contract management, project delivery, road and bridge construction and emergency response.
