The Team
The Financial Planning & Analysis (FP&A) team is a trusted partner to ministry leadership, providing budgeting, forecasting, financial analysis, reporting, and strategic advice that supports sound decision-making and responsible stewardship of public resources. Working closely with executives and program areas, the team helps align resources with priorities, identifies risks and opportunities, and supports major transformation initiatives. Through modern tools, data-driven analysis, and strong client relationships, the team is working together to enable better decisions and stronger outcomes for our clients and citizens.

The Role
The Director, Financial Planning and Analysis is responsible for planning and coordinating the Ministry of Finance budgeting function, including overseeing all annual budgeting activities with the various financial authorities. This includes providing and overseeing a range of financial management services, advice, and expertise to divisional and other entity clients, focussed on budget development and management, submissions, forecasting and reporting. Working closely with ministry executive, the position is responsible for analysing financial management issues, identifying alternatives, and recommending solutions that address immediate and longer-term operational and strategic requirements, in accordance with legislation, central policies and procedures, and generally accepted accounting principles. This role is often required to support ad hoc initiatives and exercises related to expertise and skills of the role, that are in addition to regular duties and responsibilities in collaboration with TBS, the CFO and EFO.

This is a demanding and challenging role supporting FIN and PREM with financial planning and analysis services, lead on key initiatives, SME for budgeting and forecasting tool development, experienced in building a team to support achieving outcomes, able to manage multiple competing priorities, technically proficient in budgeting/forecasting requirements.

Qualifications:

  • Chartered Professional Accountant (CPA) designation. 
  • Demonstrated experience using diplomacy and a proven track record in handling highly confidential strategic information and documents, including experience in designing and delivering presentations or materials on financial issues to senior officials.
  • A minimum of 3 years progressively responsible experience, which may include a combination of:
    • Financial planning, goal setting, resource allocation and shared services delivery.
    • Budget development and financial analysis.
    • Establishing collaborative relationships with senior management and stakeholders. 
    • Financial reporting, forecasting, budgeting and estimates, including Treasury Board Submissions.
  • Minimum 1 year experience in the leadership and supervision of staff.
  • Experience in strategic business planning and risk management.
  • Experience working with financial legislation and policies, such as the Financial Administration Act and the Budget Transparency and Accountability Act.

Preference may be given to candidates with:

  • 3 years experience in the leadership and supervision of staff.

Flexible work options are available; this position may be able to work several days at home per week subject to an approved telework agreement.
