Description

The Team

The Climate Solutions Division (CSD), as a division of the Ministry Energy and Climate Solutions, is responsible for leading and coordinating research, analysis, development and implementation of programs, strategies, policies, and legislation, that enable the mitigation of, and adaptation to, climate change, while supporting competitiveness and the development of a sustainable economy.

The Clean Growth Branch within CSD is responsible for policy development, engagement and research/analytical projects related to industrial greenhouse gas emissions in B.C. and is focused on developing, supporting, implementing, reviewing and improving industrial climate policy and/or programs. The Clean Growth Branch is responsible for the implementation and administration of the Greenhouse Gas Industrial Reporting and Control Act (GGIRCA) and the industrial pathway in the CleanBC Roadmap to 2030, including the implementation and administration of the B.C. Output-Based Pricing System (OBPS), the CleanBC Industry Fund, the development and implementation of new requirements for industrial operations to achieve net zero emissions by 2050, and aiming to eliminate industrial sources of methane by 2035.

The Industrial Reporting and Control (IRC) team within the Clean Growth Branch is responsible for development and implementation of industrial greenhouse gas reporting requirements, industrial carbon pricing operations, and B.C.’s emission offset program. Reporting to the Director, Industrial Reporting and Compliance, the Compliance Manager leads development and implementation of the compliance framework under the Greenhouse Gas Industrial Reporting and Control Act (GGIRCA) and its associated regulations (Greenhouse Gas Emission Reporting Regulation, Emission Offset Project Regulation, B.C. Carbon Registry Regulation, Greenhouse Gas Emission Administrative Penalties and Appeals Regulation).

The Role

The Compliance Manager supervises a team of inspectors and policy analysts who will implement an effective operational framework of legislation, regulations, policies, procedures and systems that will achieve GGIRCA’s objectives. The Compliance Manager will also work directly with industrial operators, offset project proponents, verification bodies to ensure compliance.

Guided by the theory and principles of partnership development, economic development, business planning, risk management, and agile methodology, the Compliance Manager leads, coordinates and provides expertise in the delivery of both Division and Ministry priority initiatives with a focus on compliance activities as stipulated under the Greenhouse Gas Industrial Reporting and Control Act (GGIRCA). The Clean Growth Branch has responsibilities for administration of the B.C. OBPS, including industrial reporting, the provincial offset program, for which the Compliance Manager is responsible providing regulatory and compliance guidance to the operations.

The position brings innovative strategic thinking and guidance to the design and implementation of in-scope provincial compliance initiatives which contribute to division goals and business plans, and cross government compliance objectives.

Qualifications:
Education and Experience Requirements

  • A Bachelor's degree in public administration, business administration, law, economics, social sciences, or natural resource management. AND,
  • A minimum of one (1) year of experience in each of the following capacities:
    • Developing legislation or regulations or implementing or administering compliance or enforcement programs under legislation or regulation.
    • Implementing or administering industrial greenhouse gas (GHG) reporting, quantification, verification, or compliance requirements under a regulatory framework.
  • A minimum of three (3) years of experience in each of the following capacities:
    • Identifying, assessing, and managing organizational risks.
    • Communicating complex legal, technical or scientific information in plain language writing for decision-makers or regulated parties. (i.e. briefing notes for senior decision-makers and guidance documents for external audiences.)
    • Managing projects or operational initiatives that have multiple delivery components or support program delivery.
  • A combination of education and experience may be considered

Preference may be given to applicants with experience in one or more of the following:

  • Managing relationships and resolving conflicting interests among diverse internal and external partners or rightsholders.
  • Administering an industrial carbon pricing program or carbon offsets program.
  • Applying GHG verification processes or standards.
  • Drafting amendments to legislation and/or regulations.
  • Supporting regulatory compliance determinations, enforcement decisions, or other statutory decision-making processes.
  • Experience with supervising, coaching and mentoring staff
