Description

The Team
The Audit and Investigations Branch plays a critical role in protecting the integrity of British Columbia’s publicly funded health programs by providing oversight of PharmaCare and the Medical Services Plan (MSP). Within the branch, the Billing Integrity Program is an established team that monitors, audits, and investigates practitioner billing practices to detect and deter inappropriate billing, support the recovery of incorrectly paid funds, and help ensure health care resources are managed responsibly. Working alongside auditors, medical inspectors, and health system partners, the team delivers high-impact work that supports accountability, compliance, and public confidence in the health care system.

The Role
As Team Lead, Audit, you will provide leadership and guidance to a team of senior auditors conducting complex audits of medical and health care practitioners, laboratories, medical facilities, and private clinics. In this key leadership role, you will oversee audit activities, act as the primary liaison with contracted Medical Inspectors, and support the identification and resolution of complex billing and compliance issues. This is an exceptional opportunity for a collaborative and analytical leader to contribute to the integrity and sustainability of the province’s health care system while leading meaningful work that helps safeguard public resources and ensure accountability within MSP-funded services.

Qualifications:
Education and Experience Requirements

  • Chartered Professional Accountant (CPA), Certified Internal Auditor (CIA) or a Certified Fraud Examiner (CFE), in good standing (Note: If your designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association.) 
  • Minimum of three (3) years of related audit experience 


Related experience must include all of the following:

  • Leading or supervising staff.
  • Interpreting and applying legislation, regulations, policies, and procedures to determine appropriate course of action.
  • Conducting complex financial, procedural and/or compliance auditing.
  • Communicating on topics of a sensitive nature, with a proven track record of demonstrating accuracy, confidentiality, and discretion.
  • Managing numerous complex concurrent projects.


Preference may be given to applicants with the following:

  • Experience in statistical sampling techniques and extractive audit procedures utilizing advanced software packages such as MicroStrategy.
  • Experience with the BC public healthcare sector.
  • More than three (3) years’ experience in auditing.
  • Experience presenting written material to a wide variety of clients, colleagues and/or senior management.
  • Applicants who identify as Indigenous (First Nations, Métis, or Inuit).


Provisos:

  • Must be able to travel. The Team Lead, Audit, is required to travel throughout the province to conduct onsite audits. 
  • Must possess and maintain a valid BC Class 5 Driver’s Licence.

*Note – The 6.6% Market Adjustment applies solely to the successful candidate with a Chartered Professional Accountant designation (including CA, CGA, CMA). The Market Adjustment will not be available should the successful candidate NOT have a recognized accounting designation.
