The Teams
The Socio-Economic Analysis Team (SEAT) is part of the Legislation, Policy and Strategic Initiatives Branch within the Ministry of Water, Land and Resource Stewardship. We are a small, collaborative team that provides environmental economic and socio-economic analysis, policy advice, and decision support on complex natural resource issues. Our work informs executive and Cabinet decisions, supports policy development, and collaborates with economists, policy analysts, geospatial analysts, biologists, and other natural resource experts. As internal consultants, we offer a unique opportunity to work on a wide variety of meaningful, high-impact projects across government.

The Stewardship Economics Team is a newly established team within the Land Use Planning and Cumulative Effects (LUPCE) Division. The team provides economic analysis and technical expertise to support land and resource stewardship decisions across British Columbia. Working closely with Indigenous partners, regional staff, economists, policy analysts, and multidisciplinary teams across the Natural Resource Sector, the team develops innovative analytical approaches that balance economic, environmental, and social considerations. This is an exciting opportunity to help shape a growing team and contribute to work that supports reconciliation, sustainable resource management, and long-term stewardship of BC's land and water resources.

The Role
Responsible for providing integrative and geographically based socio-economic information and analysis for the Ministry and the Natural Resource Sector (NRS) that provides insights for decision makers into the short- and long-term implications of priority NRS initiatives. To, communicate, guide and evaluate best practices regarding complex socio-economic and statistical analysis. To design and implement quantitative and qualitative analytical frameworks to assess an array of WLRS initiatives in collaboration with economists across natural resource agencies, and to engage with internal and external natural resource professionals, Indigenous partners and stakeholders to confirm and enhance the integrity of the frameworks. To monitor and track economic indicators and outlooks, maintain economic data and models, and advise senior executives on matters directly impacting objectives and financial commitments of Ministry and/or government’s goals.

Qualifications:
Education and Experience Requirements

• Master’s degree in economics or a specialized field of economics (e.g., Economic Development, Financial Economics, International Economics), and 1 year of related experience, or 
• Equivalent master’s degree or PhD. in a closely related field (e.g., Statistics, Mathematics) and two years of related experience. 

Related Experience may include:

• Experience in the design and implementation of quantitative and qualitative analytical frameworks, statistical analysis and economic modelling projects.
• Experience applying economic analysis in a natural resource sector or environmental policy context (including energy, forestry, land, water). 
• Experience conducting economic policy analysis including jurisdictional and literature reviews from a natural resource sector perspective.

Preference may be given to candidates with:

• Experience working with large spatial data sets and conducting geo-spatial analysis.
• Experience providing authoritative socio-economic analysis advice and recommendations to senior managers and executives.
• Experience conducting social impact assessments, Indigenous use studies, or evaluating human well-being indicators.

About this Position:
This is a combined competition to fill two Economist 27 (ECON 27) positions within two different divisions of the Ministry of Water, Land and Resource Stewardship (WLRS). One position is permanent with the Land Use Planning and Cumulative Effects (LUPCE) division, and the other is an 18-month temporary assignment with the Reconciliation, Lands, Policy and Data (RLPD) division.
Remote work is allowed, this position can work up to full time from their home in British Columbia subject to an approved telework agreement. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
