Description

The Team
The Compliance and Environmental Enforcement Branch (CEEB) is a dedicated team of professionals responsible for verifying compliance with environmental legislation, enforcing regulatory requirements, and protecting human and environmental health across British Columbia. CEEB is currently comprised of approximately 65 employees. The team overseen by the Director of Compliance includes four sector-based units, each led by a Section Head and supported by roughly 10 inspectors.

Although well-established, CEEB recently transitioned into the newly formed BC Compliance and Enforcement Agency (BC-CEA), which officially launched on July 1, 2026. The branch works closely with several internal partners, including the ENV Authorizations and Remediation Branch, the Environmental Policy and Initiatives Branch, the Environmental Emergencies Branch, and the Ministry of Attorney General’s Legal Services Branch.

CEEB’s core mandate is to verify compliance with environmental protection laws, hold individuals and businesses accountable, and take timely enforcement action against non-compliant parties. The Role
The Director of Compliance manages branch operations, including financial and human resource oversight. The role involves direct supervision of five staff members and indirect supervision of approximately 35 others. As a statutory decision-maker, the Director issues Orders and administers monetary penalties under the Environmental Management Act and Integrated Pest Management Act.

The position also entails developing strategies and actions to address emerging needs and to drive continuous improvement in team systems and programs. The Director of Compliance will gain diverse experience through a wide variety of projects and collaboration with a broad network of internal and external parties.

Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in Environmental Science/Environmental Studies or Resource Management or a related field and 5 years of extensive progressive recent and related experience; OR,
  • Technical diploma and 7 years of extensive progressive recent and related experience.

Recent & Related Experience:

  • Experience assessing environmental compliance and making sound compliance and enforcement decisions.
  • Experience in a compliance and enforcement setting providing expert advice and/or leadership to management teams, working groups on complex projects or issues.
  • Frequently works under tight deadlines, with politically sensitive or highly confidential issues.
  • Frequently required to travel with occasional travel to the USA, work irregular hours, be on-call/available to the Executive Director.
