The Team
The Heritage Conservation Act (HCA) applies to private and public lands and encourages and facilitates the protection, conservation and public appreciation of archaeological and heritage resources in B.C. There are over 62,000 protected heritage sites in B.C. 90% of protected heritage sites are of First Nations origin.
Join the Heritage Conservation Act Transformation Project (HCATP) team in the Ministry of Forests, a new and dynamic team dedicated to advancing one of the ministry's key priority initiatives. The HCATP aims to reform the HCA to align with the UN Declaration on the Rights of Indigenous Peoples (PDF, 150KB), per action 4.35 of the Declaration Act Action Plan (PDF, 3.7MB), and to better meet the needs of all people in British Columbia.
We are seeking creative, curious, diverse, and innovative thinkers who can transform big ideas into actionable proposals, undertake meaningful engagement and outreach, and support the modernization of the heritage resource management framework in B.C.
The Role
As a Senior Advisor in the Heritage Conservation Act Transformation Project (HCATP), you will lead and support consultation and cooperation with First Nations partners and engage with various interested parties on potential reforms to the HCA. Your role will have a significant impact on the natural resource sector given the HCA’s broad reach. This is an exciting opportunity to advance your skills, contribute to important legislation reform and the Province’s reconciliation commitments, and provide leadership in addressing concerns from diverse communities and educating the public on heritage resource management.
Qualifications:
Education and Experience Requirements
• University degree in a related discipline, such as public administration, business administration, communications, social sciences, resource management or equivalent 2 years related experience; OR.
• Diploma in project management, business administration, public administration, or a related field and 3 years related experience; OR
• An equivalent combination of education and experience may be considered.
Related experience includes the following:
• Experience in the development and delivery of consultation and engagement strategies, materials, and processes.
• Experience engaging with First Nations communities and/or with local governments and/or industry;
• Experience in concisely and persuasively writing a range of documents/content (e.g. engagement/consultation summaries, public communications, briefing notes, etc.
Preference may be given to applicants with the following:
• Experience planning and facilitating workshops, webinars, and/or consultation and engagement sessions
• Experience developing graphic design and/or desktop publishing
• Experience managing social media accounts and content development
• Experience with the Heritage Conservation Act, and/or in archaeological or heritage resource management
• Applicants who identify as Indigenous (First Nations, Métis or Inuit)

About this Position:
This position can be based in a Natural Resource Sector office. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
This is a temporary opportunity until March 31, 2027. This position may be extended or become permanent.
