The Team
The Program Lead oversees the operations of the Provincial Scholarships Program, a long-established program area that administers four provincially recognized awards and more than 1,350 scholarships, with a value of over $17 million annually. The program reaches approximately one in four recent graduates across British Columbia and plays an important role in recognizing student achievement and supporting future education and career pathways. This is an excellent opportunity for a leader who enjoys meaningful, province-wide work and is comfortable navigating the intersection of policy, business processes, technology, and day-to-day program delivery. The successful candidate will have the opportunity to identify improvements to processes and service delivery, strengthen how the program supports students, and gain valuable leadership experience while contributing to an important provincial program.
The Role
The Provincial Scholarships Program is part of the Graduation, Careers & Student Transitions team, a new team established in early 2026 that develops and delivers programs and services supporting students as they transition from K-12 education into post-secondary pathways, careers, and lifelong learning. The Program Lead will directly supervise the Scholarships Administrator and collaborate extensively with colleagues across the broader team, as well as policy and program staff, system development partners, technical service contractors, and adjudication committees led by school counsellors and teachers. This is a collaborative and supportive team committed to improving outcomes for students across British Columbia. Team members are passionate about public service, support one another through change, and work together to find practical solutions that make a meaningful difference for learners and their communities.
Qualifications:
Education and Experience Requirements
- Undergraduate degree in business or public administration or related field or equivalent and 2 years related experience; OR
- An equivalent combination of post secondary education and experience may be considered.
*Related experience must include a minimum of 2 years with each of the following:
- Reviews of existing policies, programs, or projects.
- Research to support program effectiveness.
- Analysis of the potential benefits and risks of proposed policy, program, or project criteria.
Preference may be given to applications with the following experience:
- Working collaboratively under partnership arrangements.
- Developing new policies, programs, or projects.
- Providing clear and effective written and verbal communication to a variety of audiences.
- Change management and issues management with external stakeholders.
- Leading and providing expert communications advice and recommendations on high profile, complex and/or potentially controversial issues.

About this Position:
Employees of the BC Public Service must be located in BC at the time of employment.
Flexible work options are available; this position may be able to work from home up to 5 days a week subject to an approved telework agreement.
This position can be based out of any of the location(s) listed above.
There is currently a temporary opportunity available until Jan 15, 2027. This temporary opportunity may become permanent.
