The Team
The Drought Operations Section is a small, established team within the Ministry of Water, Land and Resource Stewardship that has been operating since 2023. The team provides leadership and operational policy support across British Columbia on drought preparedness, monitoring, and water scarcity management. Working within the Water Management Branch, the section collaborates with internal and external partners to support consistent approaches to drought response and water use management under the Water Sustainability Act. Its work helps balance the economic, environmental, cultural, and social interests of British Columbians while supporting the sustainable stewardship of the province’s water resources.
The Role
The Provincial Drought Operations Specialist advances provincial projects and programs related to drought monitoring and water scarcity management under the Water Sustainability Act. The role contributes to the development of policies, guidance, and regulations that strengthen water resource stewardship and support statutory decision-makers in making consistent regulatory and operational decisions across the province. The position also provides specialized advice on drought and water scarcity issues and works closely with government staff, Indigenous governments, external agencies and partners, interest groups, and the public to support effective drought preparedness, response, and water management.
Qualifications:
Education and Experience Requirements
- Master’s Degree (or higher) in natural resource management, engineering, geoscience, environmental science or geography plus one (1) or more years of *related experience; OR
- Bachelor’s Degree in natural resource management, engineering, geoscience, environmental science or geography plus two (2) or more years of *related experience.
- An equivalent combination of education and experience may be considered.
Years of experience must be in each of the related experience:
- Experience addressing complex water resource and associated environmental issues and problems, developing options and strategies, and proposing solutions to decision makers.
- Experience engaging, consulting or collaborating with a variety of partners and interest groups for the purposes of educating, informing and providing advice and guidance on complex or controversial issues.
- Experience managing and mitigating conflict and developing approaches to build consensus where there are conflicting perspectives.
Preference may be given to applicants with one (1) or more of the following:
- One (1) or more years of experience analyzing, researching, drafting, modifying or revising policy, guidelines, procedures or methodologies, preferably in a water-related setting.
- One (1) or more years of experience developing communication and outreach tools and resources.
- One (1) or more years of experience working directly with Indigenous governments, consultation or issues.
ADDITIONAL REQUIREMENTS
- Must possess and maintain a valid BC Class 5 Driver’s Licence.
- Conduct field work which may include travel to remote areas by vehicle, boat, air, or foot, overnight or extended stay in rough camp conditions and outdoor work in all weather conditions.
- Travel throughout province to assist with Water Management Branch objectives.

About this Position:
Employees of the BC Public Service must be located in BC at the time of employment.
Flexible work options are available; this position may be able to work from home up to 3 days a week subject to an approved telework agreement.
