The Team
The Water Revenue team is an established team of 11 financial professionals who work together to bill water revenues for authorizations issued under the Water Sustainability Act. The team works closely with internal water allocation staff and other CSNR staff, while Accounts Receivable Clerks also support the public directly. The Role
In this role, you will supervise a team of Accounts Receivable Clerks and support billing, financial reporting, and inquiries related to water licences across the province. You will work with both internal teams and the public, helping people understand their water-related fees and charges while contributing to accessible and responsive service.
Qualifications:
Education and Experience Requirements
- Bachelor’s Degree in business administration, commerce, economics, public administration, accounting, or financial management PLUS 1 year of *related experience; OR
- Diploma in business administration, commerce, economics, public administration, accounting, or financial management (in lieu of a Diploma, completion of minimum first two years of a Degree in any of the listed studies will be considered equivalent) PLUS 3 years of *related experience; OR
- Certificate in Business/Public Administration, Finance, Accounting or a related discipline or Level 2 of the BC Public Service Financial Management Certificate Program An equivalent combination of education and experience may be considered.
Related experience must include all of the following:
- Experience providing direction to staff or contractors and monitoring results.
- Experience with financial software systems such as: accounts payable, accounts receivable and general ledger modules.
- Experience in generating, monitoring and reporting of financial information using multiple financial systems, applications or programs.
- Experience analyzing large volumes of financial data, using MS Excel advanced functions which include importing data, sorting, applying complex formulas, and producing pivot tables, charts and graphs.
- Experience in a supervisory position.
Preference may be given to applicants with the following:
- A professional accounting designation (CPA) OR enrolled or fully eligible for enrollment in the CPA Professional Education Program.
- Experience with CAS Oracle (GL, AP, and AR modules), minimum 6 months.
- Completion of courses in supervisory skills.
- Experience with financial reporting and forecasting, including variance analysis.
- Experience preparing journal entries.

About this Position:
This position can be based in any Natural Resource Ministry office. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
