Description

The Team
Within the Low Carbon Fuels Branch, the Strategic Investment Unit delivers the Initiative Agreement Program, supporting the growth of low-carbon fuels, clean technology and energy infrastructure across British Columbia, contributing to long-term compliance pathways while ensuring alignment with carbon intensity reduction targets. Bringing together policy analysts, economists and leadership staff, the unit combines policy expertise, program delivery, strategic investment analysis and engagement to advance projects that reduce greenhouse gas emissions, support economic development and strengthen communities throughout the province. Team members work closely with industry, First Nations and government partners, and collaborate across the branch with engineering, policy and compliance teams. The team plays an increasingly important role in supporting the province in achieving its climate and economic development goals.

The Role
The Policy Analyst supports the delivery of Initiative Agreement projects while leading policy research, analysis, and development activities. In this role, you will evaluate funding proposals, develop recommendations, conduct research and cost-benefit analyses, manage policy and program projects, engage with industry, First Nations, and other partners, and prepare briefing materials for decision-makers. This role provides a unique opportunity to work where policy, investment, and project implementation come together. You will have the opportunity to support meaningful investments in clean energy and infrastructure projects, collaborate with diverse partners, and contribute directly to climate action across the province’s transition to a low-carbon economy.

Qualifications:
Education and Experience Requirements

  • Master’s degree in business administration, economics, public administration, science, engineering, environmental studies or related field and 1 year of related experience
  • Bachelor’s Degree in business administration, economics, public administration, science, engineering, environmental studies or related field and 2 years of related experience; OR
  • Diploma in business administration, economics, public administration, science, engineering, environmental studies or related field and 3 years related experience; OR
  • Certificate or coursework in business administration, economics, public administration, science, engineering, environmental studies or related field and 4 years related experience; OR
  • An equivalent combination of education and experience may be considered.
     

Related experience must include all of the following:

  • Experience researching policy issues and conducting policy analysis.
  • Experience managing projects and/or project components
     

Preferences
Preference may be given to applicants with:

  • A minimum of one (1) year of experience in policy and program development.
  • Experience conducting cost-benefit analyses and business case studies and developing evidence-based recommendations to support assessing funding proposals.
  • Education or work experience related to energy policy, clean fuels, or clean technologies.
  • Experience researching, analyzing, and identifying issues, risks, and opportunities related to clean fuels projects.
  • Experience in applying financial modelling principles to assess capital projects and funding proposals.
  • Experience applying accounting principles to interpret financial disclosures within a funding program or administration context.
  • Experience building relationships and engaging with First Nations, Indigenous Peoples, communities, or organizations.
  • Experience applying GBA+ principles.
