The Team
As a member of the Service Delivery Division executive team, the Executive Director provides strategic leadership for provincial system planning, service redesign, and innovation to address emerging mental health needs, improve access, strengthen integration, and enhance outcomes across British Columbia.

The Role
The Executive Director, Provincial Child and Youth Mental Health (CYMH) Services, provides executive leadership for the provincial strategic direction, transformation, and continuous improvement of CFD's child and youth mental health program area. The position is responsible for advancing a coordinated provincial continuum of mental health services that improves outcomes for children, youth, and families, through accessible, integrated, culturally responsive, and evidence-informed service delivery aligned with government and ministry priorities.

The Executive Director oversees a broad and complex provincial portfolio that includes community and Indigenous CYMH services, virtual and hybrid service delivery models, Integrated Child and Youth (ICY) teams, Foundry partnerships, contracted service providers, specialized provincial mental health programs, and the Maples Adolescent Treatment Centre and Complex Care Unit. The role provides stewardship of CFD mental health services delivered across a broad range of communities and settings, ensuring consistency, quality, sustainability, and equitable access regardless of geography.

Qualifications:
Education and Experience Requirements

• Bachelor's degree or higher in a related field such as Social Work, Counselling, Psychology, Clinical Psychology, Child and Youth Care, Nursing, Psychiatric Nursing, Occupational Therapy, Public Health, Health Sciences, Health Administration, or a related discipline.
  • NOTE: If your degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES).
• Minimum five (5) years of experience in a senior leadership role (Director level or above) with responsibility for strategic planning, service delivery, program oversight, and operational management in child and youth mental health, child and family services, healthcare, or a related social services environment.
• Experience leading complex service improvement, organizational transformation, or change initiatives, including the use of project management, change management, and stakeholder engagement approaches.
• Experience leading complex, high-profile initiatives or responses involving significant public interest, media scrutiny, and/or senior government attention, including engagement with the Minister's Office, Deputy Minister's Office, or Premier's Office.
• Experience building and maintaining collaborative relationships with Indigenous partners, health authorities, community organizations, school districts, government ministries, and other service delivery partners.
• Experience providing strategic advice and recommendations to senior executives on complex operational, service delivery, policy, or organizational issues.
• Experience leading coordinated responses to emergencies, critical incidents, natural disasters, or other significant events affecting children, youth, families, and communities.
• Experience leading multidisciplinary and geographically dispersed teams, including human resource management responsibilities such as workforce planning, recruitment, labour relations, performance management, succession planning, and staff development.
   

Preference may be given to applicants that have one or more of the following:
 

• A graduate-level degree (e.g., Master’s) in one of the accepted fields.
• Additional years of experience in any of the mandatory requirements.
• Experience providing direct service in community-based Child and Youth Mental Health (CYMH) programs.
• Experience within the Ministry of Children and Family Development or another public-sector child, youth, family, mental health, healthcare, or social services organization.
• Applicants who self-identify as First Nations, Métis, or Inuit and possess the required combination of education and experience.

Additional Requirements:
 

• Must possess and maintain a valid Class 5 BC Driver’s License with no restriction, or equivalent (i.e., from another Canadian Province).

About this Position:
This position can be based in any Ministry of Children and Family Development office. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
Flexible work options are available; this position may be able to work from home a few days per week subject to an approved telework agreement.
