Description

The Team
The Mineral Claim Consultation Team, within the Mineral Titles Branch, works at the intersection of resource development, policy, and Indigenous relations, helping ensure that First Nations’ rights and title are thoughtfully considered during mineral claim registration. As a Program and Policy Manager, you will join a collaborative and growing team of 17 professionals who partner closely with senior leaders, advisors, analysts, and colleagues across the division to support the successful implementation of the Mineral Claim Consultation Framework. The Role
As a Program and Policy Manager, you will lead policy and process development that supports the successful delivery of the Mineral Claim Consultation Framework, tenuring policy, and informed decision-making within the Ministry of Mining and Critical Minerals. You will collaborate with colleagues across branches and divisions, guide continuous improvements to program delivery, and manage a team of technical and administrative professionals while fostering an inclusive, respectful, and high-performing work environment. This role offers a unique opportunity to shape a new and evolving program, mentor staff, and contribute to meaningful outcomes that support responsible mineral development while ensuring First Nations’ rights and title are thoughtfully considered.

Qualifications:
Education and Experience Requirements:

  • Bachelor’s Degree in a related field (e.g. Natural Resource Management, Biology, Ecology, Engineering, Forestry, Agriculture, Environmental Science, Geography, Business Administration, Political Science or other related discipline) and a minimum of five (5) years of related experience; or
  • Master’s Degree or higher in a related field and a minimum of three (3) years of related experience; or
  • An equivalent combination of education or training and experience in resource management.
  • Minimum of one (1) year of experience at a supervisory level.

Related experience includes experience in each of the following:

  • Progressive leadership and management experience related to resource management, including undertaking business process improvements and delivering on key performance measures.
  • Progressive experience in establishing priorities, allocating and managing program priorities, human and fiscal resources.
  • Experience analyzing complex information from multiple sources and making recommendations for new directions or policies, and preparing briefing documents, high level reports, and decision papers for review by others.
  • Creatively resolving conflicts/issues involving multiple interests, and working effectively with internal and external partners/stakeholders.
  • Experience in tenure related statutory decision making within a natural resources field.
  • Experience supervising and managing a team of remote and geographically dispersed staff.
  • Experience in developing and leading the implementation of new, innovative business processes, systems and business applications.
  • Experience in consultation with First Nations on natural resource tenure decisions.

Preference may be given to those with one (1) or more of the following:

  • Experience with mining and BC’s mining regulatory framework.
  • Experience in policy analysis.
  • Experience in building new teams and creating a positive team culture.
  • Experience leading government transfer funding disbursement across the province.
  • Experience leading system testing and enhancements with external service providers.

About this Position:
This position is currently under review for exclusion.
There is currently one (1) permanent, full time position available.
This position can be based in one of the following locations: Cranbrook, Kamloops, Prince George, Smithers, Vancouver, Victoria, Williams Lake. Other Natural Resource Sector office locations may be considered.
Depending on the successful candidate’s location, a bi-weekly isolation allowance may apply.
Flexible work options are available; this position may be able to work up to three (3) days at home per week subject to an approved Telework Agreement.
Employees of the BC Public Service must be located in BC at the time of employment.
