The Team
The Tax Policy Branch is part of the Policy & Legislation Division in the Ministry of Finance. The branch provides analysis, advice, and recommendations on provincial tax policy to the Minister of Finance and senior government officials. Its work covers a range of tax areas, including income, consumption, property, housing, and wealth taxes. The branch also supports the budget process, develops legislation and regulations, and works with other governments, ministries, and First Nations on tax-related matters.
The Role
The Strategic Advisor, Consumption Tax analyzes complex tax policy issues and provides clear, objective advice to senior ministry executives and the Minister of Finance. This role focuses on consumption taxes such as Provincial Sales Tax, motor fuel tax, and tobacco tax, and helps develop policy options and assess their impacts. The position is responsible for supporting the implementation of government decisions through legislation, regulations, and agreements. The Strategic Advisor also leads projects, prepares briefing materials, and works with partners across government and external organizations to address emerging tax policy issues.
Qualifications:
Education and Experience Requirements
- Post-secondary degree in a relevant discipline (including but not limited to: economics, law, finance, commerce, public administration).
- Two years’ experience conducting policy analysis, including identifying options and evaluating implications of potential changes.
- Experience providing advice and recommendations to senior staff in both written and verbal form.
- Demonstrated experience conducting research and analysis.
- Experience interpreting and applying legislation and/or regulations.
- An equivalent combination of education and experience may be considered.
Preference may be given to applicants with:
- 5 plus years’ experience conducting public policy analysis, including identifying options and evaluating implications of potential changes.
- Graduate degree in a related discipline.
- Tax policy experience.
- Experience interpreting and applying tax legislation (e.g., Provincial Sales Tax Act, Carbon Tax Act, Motor Fuel Tax Act, Tobacco Tax Act) or drafting tax-related legislation and/or regulations.

This is a temporary opportunity until October 2027. This position may be extended or become permanent.

This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
This position is excluded from union membership.
