The Team
The Community Recovery Team works with local governments, Indigenous Nations, provincial ministries, and other partners to support communities recovering from disasters and emergencies. The team provides advice, coordinates recovery activities, helps communities access funding, and works through complex recovery challenges. Team members contribute to recovery planning, policy development, and program improvements that support communities across British Columbia.
The team has been established for less than three years and includes leadership and recovery professionals who work closely together to deliver recovery services. Staff collaborate with managers located in different regions of the province and support a wide range of recovery files. The team values collaboration, practical problem-solving, and a shared commitment to supporting communities.
The Role
The Manager, Community Recovery leads a team responsible for supporting communities recovering from disasters and emergencies across British Columbia. The role provides strategic advice to senior leadership, oversees complex recovery projects and funding agreements, and works with local governments, Indigenous Nations, and provincial partners to address recovery priorities. The position also supports the development and improvement of recovery programs, policies, and practices, while managing staff and financial resources.
This role supports communities as they restore services, rebuild infrastructure, access funding, and address recovery challenges following disasters. The work involves managing competing priorities, building relationships with a range of partners, and finding practical solutions to complex issues. It is well suited to someone who enjoys leadership, collaboration, and working in an environment where no two recovery files are the same.
Qualifications:
Education and Experience Requirements
- Must possess and maintain a valid FULL BC driver’s license (minimum class 5), or an equivalent class driver's license from another province or jurisdiction. Please note that this will be verified at the end of the competition. * Learners “L” and Novice “N” license does not meet the job requirement.
- Degree in emergency or disaster management, social sciences, community development, natural resource management, or related discipline AND three (3) years of recent, related experience within the last ten (10) years *; OR
- An equivalent combination of education and experience may be considered.
*Related experience must include all the following:
- Managing multiple projects or leading a component (e.g. sub-project) of a major project.
- Experience preparing written and oral communications, including conveying, interpreting and presenting data and information to senior executives and executives
- Experience building and managing collaborative relationships with multiple partners (ie: senior management, executive, external partners) to support project development.
- Experience leading and facilitating a diverse group of partners.
- Managing program or project-specific financial components, including contracts and/or budget oversight.
Preference may be given to applicants with:
- Experience interacting effectively with crisis-impacted individuals, communities and partners.
- Experience leading significant, complex, catastrophic, high-profile community recovery projects.
- Education, training, or certification in project management.
- Experience working with and engaging with First Nations communities and/or organizations.
Willingness/Provisos:
- Work on-call and work extended hours during emergency activations.
- Participate in operational deployments up to two (2) weeks throughout the province.
- Travel frequently for in-community work throughout the province.
- Must be willing and able to drive a vehicle.

About this Position:
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
This is a 12 month temporary opportunity. This position may be extended or become permanent.
