The Team
The CFO IT and Finance Team is a small but highly impactful team responsible for supporting the financial, technology, and business operations that enable the Civil Forfeiture Office to fulfill its mandate. As the leader of this team, the Program Evaluation Manager supervises a Program Assistant and a Business Application Analyst while helping shape the team's future growth and direction. The Role
As an integral member of the CFO leadership team, the Program Evaluation Manager leads technology modernization initiatives, oversees financial planning and performance, and drives continuous improvement across the office. The role assesses program effectiveness through analysis and reporting to support strategic decision-making. The position maintains a close consultative relationship with specialists in other ministries, governments, and police departments to ensure proposed policy, technology and legislative reforms are aligned with broader government and stakeholder priorities. 

Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in Public Administration, Business Administration, Computer Sciences, Statistics, or in a related field and one (1) year of recent experience; OR
  • Diploma in Public Administration, Business Administration, Computer Sciences, Statistics, or in a related field and two (2) years related experience; OR
  • Certificate or coursework in Public Administration, Business Administration, Computer Sciences, Statistics, or in a related field and three (3) years related experience; OR
  • An equivalent combination of post secondary education and experience may be considered.

Recent experience must include at least four of the following:

  • Analyzing and evaluating program, service, application or operational performance.
  • Managing procurement processes, contracts, or organizational assets.
  • Leading complex projects, or leading a major component of a complex project, involving policy development, research, business requirements, or systems upgrade/rollout.
  • Delivering presentations to senior and executive management.
  • Preparing reports, briefing materials, and other documents containing recommendations and rationale for policy, program, or system development and improvement.

Preference may be given to candidates with one or more of the following:

  • Experience with application design and the development life cycle.  
  • Experience with change management processes and project management methodologies.
  • Experience with application testing methodologies and development and execution of user acceptance test plans.
  • Experience with the government Corporate Financial System (CFS).  
  • Experience with accounts receivable and/or payable in a computerized environment.
  • Experience developing Power BI reports.

About this Position:
This is a temporary opportunity until June 30, 2028. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to 4 days at home per week subject to an approved telework agreement.
