The Team
The Community Recovery Team is an established team of Community Recovery Managers, Recovery Operations Officers and leadership staff who support communities across British Columbia as they recover from disasters. The team works closely with local governments, Indigenous Nations, regional staff and provincial partners to address complex recovery challenges and help communities access the support they need. Team members value collaboration, problem-solving and knowledge sharing, and work together to deliver meaningful outcomes for communities.
The Role
The Recovery Operations Officer coordinates and supports community recovery projects throughout British Columbia, working with local governments, Indigenous Nations and provincial partners to advance recovery initiatives. The role provides analysis and recommendations, facilitates collaboration, tracks recovery activities and helps communities navigate complex recovery issues. The position contributes to restoring services, rebuilding infrastructure and strengthening community resilience following disasters.
Qualifications:
Education and Experience Requirements
- Must possess and maintain a valid FULL BC driver’s license (minimum class 5), or an equivalent class driver's license from another province or jurisdiction. Please note that this will be verified at the end of the competition. * Learners “L” and Novice “N” license does not meet the job requirement.
- Bachelor’s degree in emergency management, community development, social sciences, natural resource management, project management, or a related discipline AND a minimum of two (2) years of related experience*; OR
- An equivalent combination of education and experience may be considered.
*Related experience must include the following
- Experience planning and coordinating, on complex projects, programs or initiatives involving multiple organizations.
- Experience building and maintaining effective working relationships with partners (ie. local governments, Indigenous Nations, provincial agencies, community organizations).
- Experience facilitating meetings, working groups or discussions involving multiple participants and competing interests.
Preference may be given to applicants who have any of the following:
- Preparing and delivering presentations to a wide variety of internal and external audiences.
- Experience interacting effectively with crisis-impacted individuals, communities and partners.
- Experience supporting disaster recovery, emergency management, community development, climate adaptation or resilience initiatives.
- Experience working with local governments or Indigenous Nations.
Willingness/Provisos:
- Be deployed for up to two weeks at a time to provide on-site disaster recovery coordination services.
- Travel to support community recovery operations to locations anywhere in the province.
- Work on-call and extended hours during emergency activations.
- Must be willing and able to drive a vehicle.

About this Position:
2 Positions available as follows:
One regular, full-time position available in Kamloops.
One 12-month temporary opportunity available in Saanichton, Surrey, Kamloops, or Prince George. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill future temporary and/or permanent vacancies in Saanichton, Surrey, Kamloops, or Prince George.
