The Team
The Engagement and Encampment Response Branch leads provincial efforts to address homelessness through cross-government coordination, policy development, and community engagement. The Engagement and Encampment Response Branch oversees initiatives such as the Homeless Encampment Action Response, the Downtown Eastside Partnership Plan, and inclusive advisory committees under Belonging in BC. Guided by collaboration, accountability, and passion, the branch supports transitions from encampments to permanent housing while ensuring policies reflect diverse community needs. Notable achievements include expanding Homeless Encampment Action Response programs, launching strategic Downtown Eastside initiatives, and strengthening cross-ministry governance. Current priorities include advancing Downtown Eastside priorities, shelter and day space policies, and enhancing provincial encampment coordination.
The Role
The Executive Director leads the work needed to address homelessness in a timely and strategic manner. The Executive Director is responsible for leading the Provincial response to encampments and engagement for the Provincial Homelessness Plan. This position will lead implementation of the encampment response framework, cross-ministry coordination of encampment response, and overseeing operational response and resources. It is expected that the Executive Director will oversee a team required to support government’s commitments and will work across government and with a wide range of partners on connecting priorities.
Qualifications:
Education and Experience Requirements

Bachelor’s degree in a related field, and a minimum five (5) years of progressive related experience in a leadership role.

An equivalent combination of education and experience may be considered.
Progressive related experience in a leadership role must include:
-
Experience establishing and delivering on program and project objectives, priorities and budgets.
-
Experience providing direction and leadership in the development of policy.
-
Experience managing and leading diverse and complex projects.
-
Experience establishing, building and maintaining collaborative working relationships.
-
Experience leading and coaching multi-disciplinary teams.
Preference may be given to candidates with:
-
Experience developing and executing engagement strategies.
-
At least two (2) years of continuous experience as a senior leader (Director or above) leading policy or program delivery for vulnerable populations.

At least two (2) years of continuous experience as a senior leader (Director or above) within the BCPS.
Proviso:
- Must be willing and able to travel frequently within the province.
