Description


The Team:
As the provincial lead for emergency management, the Ministry of Emergency Management and Climate Readiness operates at the forefront of some of British Columbia's most important public service priorities. The Ministry brings together partners from across governments, Indigenous communities, industry, and the non-profit sector to coordinate effective responses to emergencies and disasters while advancing long-term resilience. The work is fast-paced, collaborative, and consequential, offering the opportunity to influence policy, operations, and outcomes at a provincial scale.

The Role:
As the Executive Director and Chief Financial Officer, you will help shape the strategic direction of a ministry at the centre of British Columbia’s emergency management system. As a key member of the executive team, you will provide trusted advice on financial strategy, organizational performance, risk management, and long-term sustainability, influencing decisions that support ministry-wide priorities and outcomes. Beyond financial stewardship, this role helps strengthen governance, guide investment decisions, and position the organization to respond effectively to emerging challenges and opportunities. This is a highly visible leadership role requiring the ability to balance strategic vision with practical execution in a complex, dynamic, and high-profile public sector environment.

Qualifications:
Education and Experience Requirements:

  • Professional accounting designation (such as CPA - CA, CGA, CMA) issued by a Canadian Accounting Association* AND five (5) years of related experience**; OR an equivalent combination of education and experience may be considered.
    • *Must hold a professional accounting designation and be a member of the Chartered Professional Accountants BC (CPABC). 
    • *NOTE: if the designation was obtained from outside of Canada, applicants must confirm it has been assessed for equivalency through an accredited Canadian Accounting Association.

**Related experience must include all of the following:

  • Minimum five (5) years of experience in progressively more challenging leadership roles directing a wide range of activities, including two (2) or more of:
    • infrastructure change
    • business systems and controls
    • policy
    • budgeting
    • accountancy
    • performance management
    • corporate risk
    • legislative compliance
       
  • Experience building collaborative relationships with executives, senior financial leaders and senior managers associated with managing financial activities and/or leading financial management change.
  • Experience leading and coaching multi-disciplinary senior financial managers and professionals.
  • A valid BC Class 5 Driver’s Licence (or equivalent) is required.

Preference may be given to those who have any of the following: 

  • Experience leading complex issues management and providing guidance and advice to senior or executive management teams, staff, and clients.
  • Experience with managing ministry corporate and strategic budgets to defined fiscal and outcome-based performance measures.

Must be able and willing to:

  • Work on-call and extended hours during emergency activations and participate in operational deployments throughout the province.

About this Position:
There is currently one (1) permanent, full-time position available.
This position can be based in any of the following locations: Kamloops, Prince George, Saanichton, Surrey, Victoria. 
Flexible work options are available; this position may be able to work from home a few days per week subject to an approved Telework Agreement.
Employees of the BC Public Service must be located in BC at the time of employment.
