The Team
You will join the Public Libraries Branch, a collaborative team (based in a Victoria office) that provides leadership, funding, advice, and coordination to support public libraries and community literacy initiatives across British Columbia. Working closely with library partners, literacy organizations, and all levels of government, you will help advance policies, programs, and services that promote equitable access to information and high-quality library for communities throughout the province.
The Role
As a Policy and Project Analyst, you will lead policy and project initiatives that support public libraries and community literacy across British Columbia. Working with senior leaders, external partners, and contracted supports, you will help develop and enhance provincial policies, programs, grants, services, and other initiatives, while providing expertise in governance, accessible library services, grant administration, and community literacy.
You will research and analyze issues, make recommendations, coordinate project work, track progress toward objectives, and prepare materials for decision-making and implementation. The role calls for strong policy analysis, project management, relationship building, and communication skills, along with the ability to balance competing priorities, collaborate with diverse partners, and support multiple initiatives in a dynamic environment.
Qualifications:
Education and Experience Requirements
- Bachelors' Degree in business administration, public administration, or equivalent area of study and two (2) years of related experience; OR
- Diploma in business administration, public administration, or equivalent area of study and four (4) years of related experience; OR
- Certificate in business administration, public administration, or equivalent area of study and six (6) years of related experience; OR
- An equivalent combination of education and related experience may be considered.
Related experience includes all of the following:
- Researching policy issues and conducting policy analysis.
- Building relationships with internal and/or external stakeholders.
- Producing written documentation including briefing notes, reports and/or slide decks for senior/executive audiences.
- Managing projects and/or project components.
- Using project management strategies and tools to achieve planned outcomes.
Preference may be given to candidates with the following:

Experience researching policy issues and conducting policy analysis in a public sector environment.

Experience building relationships with external stakeholders.

Experience leading projects.

Experience managing projects in collaboration with multiple stakeholders.

Experience independently planning and managing large scale policy projects involving multiple parties.

Experience with stakeholder engagement or relations.
- Experience with procurement, financial management, grant management and/or contracting.

About this Position:
Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved telework agreement.
This position can be based out of any of the location(s) listed above.
