About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

The Office of the Chief Administrative Officer (OCAO) plays a critical role in supporting the entire organization. Comprised of Policy & Legislation, Corporate Operations and Corporate Services the OCAO is driven by customer-service and taking action to advise, consult and support each division across the LDB.

The OCAO is comprised of approximately 140 staff. What brings the OCAO together as a team is the ability to work together to support government, as well as the operational areas of the business and other support areas (e.g., Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.

About this role:

Reporting to the Assistant Deputy Minister & Chief Administrative Officer, the Executive Director, Policy & Legislation, works closely with leaders across the LDB, Ministry and government to identify, articulate and achieve strategic directions for the Branch and government. As part of the Chief Administrative Office leadership team, the Executive Director is pivotal in convening new conversations and implementing new policy strategies and initiatives that enhance the Branch’s ability to support the complex and emerging needs of the business. The Executive Director leads the management of strategic, high impact/risk stakeholder engagements related to policy, legislation, and senior government briefings.

The Policy & Legislation team is responsible for changes to legislation, regulation, and policy, advising LDB executive and government on liquor and cannabis policy, trends and issues management. The team also helps identify performance measures and creates systems to monitor and track trends, and consults with external stakeholder groups, including industry associations, on liquor and cannabis issues. The position also engages in inter-provincial dialogue regarding liquor and cannabis trends and issues. This position provides oversight to the planning, development, delivery, and evaluation of a range of legislation, regulation and/or policies, including the management of multi-disciplinary projects and initiatives.

Position requirements:

Education and Experience:

  • Master’s Degree in public policy, law, public administration, humanities, or a related discipline and a minimum of five (5) years of recent, related work experience*.

OR

  • An equivalent combination of education and experience may be considered, i.e., a degree or diploma in public policy, law, public administration, humanities, or a related discipline and a minimum of seven (7) years of recent, related experience*.

*Recent, related experience must have occurred in the last ten (10) years and must include the following:

  • Experience in leading strategic policy and translating strategy into action plans.
  • Experience directing policy development and working with legislation in a government or regulatory environment.
  • Experience in leading, coaching and mentoring a team, including developing and evaluating performance goals, coaching, and team building.
  • Experience in government/regulatory accountability processes.
  • Experience delivering new programs.
  • Experience in managing complex issues in a fast-paced environment involving multiple internal, external stakeholders, including senior executives, unionized employees and/or regulators.
