The Team
The Coast Area Water Authorizations team is an established, collaborative group of professionals who support responsible water management across diverse watersheds in B.C.’s Coast Area. With expertise across groundwater and surface water licensing, stream management, and science and monitoring, the team works closely with Indigenous Nations, local governments, industry, stakeholders, and the public, and values respect, diverse perspectives, continuous learning, and strong relationships.

The Role
As a Licensed Authorizations Officer – Water, you will review and process water authorization applications, provide technical and legislative advice, and prepare recommendations for decisions under the Water Sustainability Act. You will work with Indigenous Nations, applicants, local governments, and other partners to manage water use to meet social and economic needs while minimizing impacts environmental values. You will provide fair, consistent, and timely service through the authorization process.

Qualifications:
Education and Experience Requirements

  • Bachelor’s degree (or higher) in the resource management field, PLUS two (2) years of related experience; OR,
  • An equivalent combination of education and experience may also be considered.
  • Valid BC Class 5 Driver’s Licence or equivalent.

Professional Registration and Certification Requirements

  • Registered, or immediately eligible for registration, with the British Columbia professional association as required by the specialty area (e.g., Registered Professional Forester with Forest Professionals BC (FPBC); OR, a Professional Agrologist with the British Columbia Institute of Agrologists (BCIA); OR, a Professional Engineer or Professional Geoscientist with Engineers and Geoscientists British Columbia (EGBC).
    • Note: “Immediately eligible for registration” means meeting all requirements for full professional registration and completing the registration process with the relevant BC professional association within six (6) months of employment.
    • A holder of a limited licence with Engineers & Geoscientists BC to practice engineering or geoscience within the scope of hydrogeology will be considered.

Related experience must include all of the following:

  • Two (2) years of experience working in natural resource management.
  • Experience interpreting and applying legislation that supports natural resource management decisions.
  • Experience negotiating and resolving conflicts with clients and stakeholders.

Preference may be given to those with one (1) or more of the following:

  • One (1) year of experience performing technical duties and working with the Water Sustainability Act in support of licensing.
  • Experience in consulting with First Nations with respect to natural resource management decisions.
  • Experience and/or education in hydrogeology 
  • Experience and/or education in hydrology.

Willingness Statements

  • Willing and able to conduct field work which may include travel to remote areas by vehicle, boat, air or foot, overnight or extended stay in rough camp conditions and outdoor work in all weather conditions.
  • Must be physically able to carry equipment and supplies in difficult terrain.
  • Willing and able to operate field equipment (i.e., quad, snowmobile).

This position can be based in any of the following Ministry of Water, Lands and Natural Resources offices: Campbell River, Courtenay, Nanaimo, Duncan, Victoria, Surrey, Port Alberni, Chilliwack, Squamish
Flexible work options are available; this position may be able to work 2 or more days at home per week subject to an approved telework agreement.
