Description

The Team
The Labour Market Programs and Trades Training Branch is part of the Labour Market Development and Immigration Division within the Ministry of Post-Secondary and Future Skills. The branch is responsible for the design, implementation, delivery, performance management, and continuous improvement of skills training programs and services delivered under the Canada-BC Workforce Development Agreement. Its work supports workforce development priorities by connecting skills training opportunities with labour market needs across British Columbia.

The Role
The Program Manager develops and manages a portfolio of skills training and employment programs that support ministry priorities. Responsibilities include program design, implementation, evaluation, performance management, and continuous improvement. The position builds and maintains relationships with partners across government, industry, and the post-secondary sector to support research, program planning, budget planning, and project reporting.

Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in Business, Public Administration or related field and a minimum of two (2) years or more, of related experience; OR
  • Four (4) years or more of related experience.

Related experience must include each of the following:

  • Experience leading and managing contract-related activities for programs and achieving objectives.
  • Experience leading the development and implementation of programs delivered by 3rd party contractors/agreements.
  • Experience managing multiple projects, meeting critical deadlines and working within project teams.
  • Experience in managing performance and evaluating programs.
  • Experience developing and maintaining working relationships and resolving problems with internal and external partners.

Preference may be given to applicants with the following:

  • Experience in programs development, implementation, evaluation, and management for employment and/or skills training programs.
  • Experience interpreting and applying legislation, regulations and/or policies in order to make decisions/recommendations, sometimes involving the use of judgement and critical thinking.
  • Experience in planning, coordinating or leading community or partner engagement to inform or advise on the development and implementation of projects.

Proviso:

  • Occasional travel within BC may be required for this position. Candidates should be willing and able to travel as needed.

About this Position:
This is a temporary opportunity until September 2027. This position may be extended or become permanent.
