Description

The Team
The Child Care Division within the Ministry of Education and Child Care develops and delivers policies, programs, and funding initiatives that support families, child care providers, and communities across British Columbia. The Funding Models and Capital Grants Branch administers provincial funding programs that support the development, expansion, and maintenance of child care facilities. The Child Care Capital Grants team works to ensure public funding is delivered effectively and supports access to quality child care spaces across the province.

The Role
The Senior Program Analyst monitors and evaluates program performance, analyzes financial and operational data, and provides evidence-based recommendations to support program delivery and decision-making. The role leads the development of reports, briefing materials, performance measures, and evaluation tools, while working closely with finance and program partners on budgeting, planning, and reporting activities. The position also supervises staff, oversees assigned work, and helps ensure services and funding programs are delivered efficiently and meet program objectives.

Qualifications:
Education and Experience Requirements

  • Bachelor’s degree or higher in Public Administration, Business Administration, Statistics or a related field and the minimum *related experience.
  • An equivalent combination of education and experience may be considered.

*Related experience must include each of the following:

  • Two (2) years' experience in financial analysis, reporting, and budget monitoring.
  • Two (2) years' experience in estimates preparation.
  • Two (2) years' experience preparing reports, briefing materials, or recommendations for senior or executive leadership.
  • One (1) year of experience using Microsoft Excel at an advanced level (examples include proficiency creating complex formulas, data manipulation and validation, index matching, advanced charting and pivot tables).
  • One (1) year of experience leading and supervising staff in a hybrid environment.
  • One (1) year of experience in analyzing and evaluating program performance.
  • One (1) year of experience in conducting qualitative and quantitative data analysis and research.
  • One (1) year of experience communicating with internal and external partners.

Preference May Be Given To Applicants With:

  • Experience managing a high-volume case load with competing and shifting priorities.
  • Experience using PowerBI.
  • Experience using Microsoft Access.
  • Experience working within the Child Care sector or programs.
  • Additional years experience in any of the above requirements and/or preferences.

About this Position:
This is a temporary opportunity until October 2027. This position may be extended or become permanent.
Remote work is allowed, this position can work up to full time from their home in British Columbia subject to an approved Telework Agreement. The position headquarters will be Victoria.
