Description

The Team 

The Indigenous Agreements and Engagement Initiatives team, part of the Partnerships, Engagement and Negotiations Branch, is an established and evolving group that supports existing and emerging partnerships while leading implementation of core components of the Emergency and Disaster Management Act. The team is comprised of a B3 manager and approximately four staff, working within a broader branch that includes an Executive Director, two B3 managers, and roughly 15 staff. Team members collaborate closely with the Policy, Appeals and Legislation team as well as Response and Recovery teams, contributing to work that advances commitments and interests related to exploring, developing, and implementing agreement opportunities in emergency management.

The Role

This position is responsible for key components of agreement initiation, development, and implementation, as well as advancing policy approaches and tools that support agreement-making under the Act. The role directly contributes to recognizing Indigenous peoples as true partners in emergency management and strengthening relationships that promote safety for all. Candidates will find this opportunity exciting as the ministry is piloting new agreement models and learning alongside Indigenous governing bodies to support shared interests and leadership. The position offers meaningful opportunities to build networks across the ministry and with other ministries, and to apply expertise in agreement development, strategic thinking, judgement, and relationship-building to advance reconciliation and emergency management agreements with Indigenous governing bodies.

Qualifications:
Education and Experience Requirements

  • Bachelor’s Degree in business administration, law, negotiation, public administration, emergency management, or a related field.
  • Minimum of three (3) years of recent and combined experience including the following:
    • Experience leading, or participating in, negotiations with First Nations in a bilateral or tripartite environment.
    • Experience conducting complex research and analysis related to land use, resource management, social or economic development issues.
    • Experience with policy development or program development and delivery.
    • Experience managing multiple projects and assignments.
  • An equivalent combination of education and experience may be considered.

Preference may be given to applicants with:

  • Experience in an emergency management work environment.
  • Experience working with and engaging with Indigenous communities and/or organizations.
  • Identify as Indigenous (First Nations, Métis or Inuit).
  • Can communicate in one or more BC Indigenous Nations languages / dialects.

About this Position:

There is one (1)  temporary opportunity available until March 31st, 2027. This position may be extended or become permanent.
This position can be based in any of the following Emergency Management and Climate Readiness offices: Kamloops, Prince George, Saanichton, Surrey , Victoria   
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
