The Organization
The Passenger Transportation Board (PTB) is an independent tribunal established under the Passenger Transportation Act (PTA). The Board is mandated to make decisions on applications for "special authorization" licences. This includes licenses for passenger directed vehicles (PDVs) such as taxis, limousines, and shuttle vans, inter-city buses (ICBs), and transportation network services (TNS, or "ride-hailing"). As part of its decision-making related to applications, the PTB has authority to establish terms and conditions of licence and determine the operation of these services in accordance with these terms and conditions. The PTB is also mandated to determine appeals of administrative penalties imposed by the Registrar of Passenger Transportation (Registrar).
The Team
The Project & Policy Analyst is part of the Policy & Projects team. This is small (fewer than five people), well-established team that leads the PTB's work on rules (e.g., regarding rates) that it is authorized in the PTA to determine, policies that inform the terms and conditions it establishes for licensed operators, and priority projects that are identified based on direction from the Board chair and Board members and government.
The Role
The Project & Policy Analyst provides technical project management coordination for multiple inter-dependent Board projects throughout the project management life cycle. This position tracks and organizes Board priority projects (including policy reviews and updates, data modelling initiatives, operational modernization and business support initiatives) and utilizes project management tools and methodology. The Project & Policy Analyst drafts project documentation throughout the life cycle, such as project charters, plans, and work breakdown structures, and ensures post-implementation project documentation is completed. In addition to maintaining assigned policy portfolios, this position provides operational program support, streamlines and modernizes business processes, and enhances service delivery. The Project & Policy Analyst serves a pivotal role at the Board to ensure legislative and policy changes are properly translated into operational processes.
Qualifications:
Education and Experience Requirements
- Bachelor’s degree in business administration, public administration, social sciences, project management or other related degree and one (1) year of *related experience in policy analysis or project management; OR
- Diploma in business administration, public administration, social sciences, project management or other related diploma and three (3) years of *related experience in policy analysis or project management; OR
- An equivalent combination of education and experience may be considered
- Two (2) years of experience interpreting and applying legislation, regulations, and policy.
- One (1) year of experience implementing improvements to policies, procedures, and business processes.
- Experience researching policy issues and conducting policy analysis.
- Experience managing multiple projects, component, and assignments.
- Experience providing project management support services using project management software, such as MS Projects.
Preference may be given to applicants with:
- Lean training and/or experience.
- Project management training and/or experience.

About this Position:
This is a temporary opportunity until 09/03/2027. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
