Description
The Team
The Provincial Planning Team is an established, strategic team focused on strengthening provincial emergency management planning. Through the development of the Comprehensive Emergency Management Plan (CEMP), the team leads cross-government planning processes that clarify provincial governance, roles, and responsibilities across all four phases of emergency management. The team works closely with First Nations, local authorities, provincial ministries, and other EMCR program areas, including response, recovery, mitigation, and preparedness. Made up of a Band 3 and two AO24 DRR Analysts, the team is forward-looking and focused on influencing and strengthening provincial preparedness and emergency management operations.
The Role
This role plays a key part in developing cross-government processes that improve how the Province plans for emergencies. Responsibilities include developing tools, templates, and guidance for the CEMP, as well as similar resources to support local authorities. The work will help standardize provincial emergency management planning processes and promote consistent planning practices across B.C., ultimately improving how the Province, communities and organizations prepare for emergencies. Candidates will have opportunities to collaborate across government, deepen their understanding of provincial emergency management, and contribute to strategic conversations that influence the future of emergency management planning and operations in B.C.
Qualifications:
Education and Experience Requirements
- Undergraduate degree (or higher) in a related discipline (e.g. emergency management, business administration, public administration, political science, law, social sciences, geography) PLUS two (2) years related* experience; OR an equivalent combination of education and experience may be considered.
*Related experience must include all of the following:
- Experience building and maintaining effective working relationships with internal and external partners.
- Developing policies and/or plans.
- Conducting analysis containing recommendations and rationale for policy, program, or system development and improvement.
Preference may be given to applicants with any of the following:
- Experience specific to the fields of disaster risk reduction, disaster risk management, and/or emergency management.
- Experience in government emergency management structures and operations.
- Experience facilitating meetings, working groups or discussions involving multiple participants and competing interests.
- Experience working with and engaging with First Nations and local authorities.

About this Position:
Employees of the BC Public Service must be located in BC at the time of employment.
Flexible work options are available; this position may be able to work from home up to 5 days a week subject to an approved telework agreement.
These positions can be based out of any of the location(s) listed above.
There is currently one permanent position and one temporary position available through July 1, 2027. This position may be extended or become permanent.
An eligibility list may be established to fill future temporary and/or permanent vacancies.
